I have a friend who has his Nepali passport already expired (he is in US) and also doesn't have the original nepali citizenship or its photocopy. The Nepal embassy specifically says to not send the english translated version (which my friend possesses) for the MRP application. What can be done in this situation? Thank you,

He can apply for a travel document. It costs about 25-30 bucks and is only valid for a couple months, IIRC.

Once he's in Nepal, he can apply for a duplicate citizenship and apply for pp renewal using that.

The applicants are required to submit a duly filled in application form (same MRP application form), copy of passport and citizenship/Nabalig Parichaya Patra/ birth certificate, two recent color photo, a letter requesting for travel document, a money order of $ 40/- and a return envelope to send back the travel document.

Seems like they need photocopy of citizenship even for travel document. Your friend might have copies of his citizenship back in his home in Nepal. He can ask someone from his home email the copy of citizenship to him and then apply for travel document or MRP. If your friend is not planning to travel to Nepal, then he can apply for MRP with copy of the citizenship. It will just take lil bit more time than usual.

Thanks for the response ny2. There's the one bummer for him though. He doesn't have any copy of the citizenship here or in Nepal. He had left Nepal quite a while back in peculiar circumstances and its been over 10 years already during which he lost the citizenship and any remaining copy of it. I was hoping to know if anything could be worked out with a birth certificate. He is a Nepalese Citizen with an official entry in a district office in Nepal but no document currently to show for it, and thus unable to proceed with MRP application.

I lost my citizenship card too. It's not feasible for everyone who loses their citizenship card to go to Nepal by Nov 24 and apply for a replacement card. Why are they even asking for citizenship card to issue a new passport? Why isn't the old passport enough to prove your citizenship? Unnecessary complications!!!

I have an old faded copy of the original, but I'm not sure if it's good enough. There has to be some other way if you don't have the original. No other country cares about this citizenship card if you have your passport.
