Is it good only for those who are residing in US after June 24, 2015? Which means that no one is eligible to apply. It will be good only for those who will come to US from today (June 24, 2015) and later. Did I understand correctly?

I want to apply for TPS and get employment authorization document (EAD).But right now I am on dependent F2 visa. So,can I apply for TPS now while My current status is F-2? If yes, can I work once I get EAD since dependent is not allowed to work? Also I have applied for change of status from F2 to F1 and waiting for result. so once my status is changed to F1.Can students can apply for TPS? or is it TPS only for illegal status people? can students can go back or remain in previous original status as F1 even if TPS is terminated? kindly send genuine suggestions plzzzz

Not legal expert ; you can apply and you can work on EAD. Once TPS expired you can change your status back to f1 or f2. You can't change to immigrant status unless petitioned by citizen.
