I don't know if Nepal has already incorporated any ethics/moral courses in its educational curriculum. I don't recall any such courses growing up, and gauging by the situation in Nepal, I would think otherwise.
I think the current situation of Nepal warrants (if there has not been any concerted effort in this regard) the need for these types of courses to instill good citizenship early on in people.
Simple ethical behaviors like not lying, not cheating, not bullying, respecting others, etc. should be taught to kids. Home is an ideal place to foster good ethics/moral in a child. Schools should supplement this, and where children do not get good behavioral lessons at home, school should be the safeguard.
When I see the rampant corruption in Nepal, cheating, violence, selfishness, nepotism, etc. I feel the need for ethics/moral courses to be taught to people early on.

Morale starts from home , society and it's norm , anchorage group , influencing groups. Theses all are inter-twined.
Religion was supposed to be for self-disciplined but it become a profession and means of self employment , worst creation is cast system. Creation of cast system was the first hard hit on morale.

The liberal arts education seems to bring people to it even though the liberal arts education does not explicitly state it as the goal.

They already have such classes. I remember taking Moral Education in elementary school.

@MlnNpl - If there's already such classes (from the elementary level) in Nepal then that is good. Also the main focus of such courses should be to instill good behavior and not merely to pass an exam. For example, an entire one year course (class) could be on not lying where students learn about the importance of being honest, and so on.

@magorkhe1 - I personally think that religion can play a key role in good behavior in people, but I didn't want to bring that up in this discussion (because that seem to divide people in here)
