If this is really not about money, have your mom work as a Volunteer for local organizations. She will get exposed to US lifestyle plus have some sense of achievement. It will also help her with communication skills.
Have her enroll in ESL classes to improve on her English, which will be helpful in the long run. God forbid there is an emergency it will help her better communicate.
