I've been thinking. If I were a mayor of Kathmandu, I would implement five years development plan with review each year to improve/ease lives/life standard.
With Kathmandu as a positive example, rest of the country will follow the course.
The plan includes following.
1. Finally bring drinking water from Melamchi through big pipelines to Kathmandu. There has been lots of talk but no action. I don't think that it is such a big of a deal.
i. Based on Ward number in kathmandu, build water towers to distribute drinking water 24/7 with enough water pressure so that people don't have to use home water pump and individual roof tank/s. This saves in overall electricity use and at the same time make lives comfortable.
2. Depending on area, only allow houses to be at most three stories tall. This helps with point 1.i as water tanks will be enough to support without being very tall.
Allow competition from Civil Engineering and architecture colleges to come up with standards based on geography and other variations to aid in the city building and general architecture.
3. Build sewage tunnels along the rivers in kathmandu so raw waste is not directly disposed in the river.
i. Build water treatment facilities to filter waste water.
ii. improve rivers in kathmandu, with temporary dams to increase the water level for all the sand removal, and clean waste. This will improve aquatic life in kathmandu.
iii. Build artificial ponds where needed and preserve ponds for the beauty of kathmandu and environment.
iv. Allocate green areas with tree planting, and improve parks, recreational areas.
4. Detail study on the current hydro power capacity in the country and the current generation. Invest in new hydro-power plants and improve where needed. Encourage solar panels in homes with tax incentives and vocational trainings for jobs in the field with international quality.
Put Nepal first, and not sell electricity to India when Nepali people are in darkness.
These are the main points I've been thinking. Of course it's not a one man job. There has to be honesty, good moral, good work ethics, etc. from everyone involved.
