This applies to most Nepalese to some degree, more or less, whether living inside Nepal or outside.
     Culture = Hinduism
or, Hinduism = Politics
or, Politics = Crime

Therefore, 
?? = ??
I hope you did well enough in school maths to reach a sensible conclusion, here.

 If living in Nepal and one does not understand this game, they will lose :
- an ability to make a living
- the right to mate
- allure to attract new friends
- common respect from relatives and even family
This cultural and political disease runs across the entire strata of Hindu society and India wants to keep everything that way in Nepal.

now those are some fuked up equations. maths dont give you sensible conclusions but an accurate one whether it makes sense or not . leave it for theories and philosophies.
there is no relation between culture and crime. but politics and crime might have impacts on each other.
nepal could be the most corrupt country in the world. name me a corruption-free country. only thing nepal is missing is rule of law. which has nothing to do with us being a hindu.

Nepal is a corrupt country but at least we are democratic at corruption. Everybody at every level has the right to corruption.
Now in richer, economically developed western countries, only the most powerful and the richest have the right to corruption but regular people are punished for it.

Personally, I am a proponent of Western Philosophy. And I am an atheist. My point above was to simply say, read and pick and choose practices from the West, that suites us. But that idea does not hold water even with the educated forget about politicians. Many politicians in Nepal have not read Descartes or Russell. For me there is no point in expecting there will even be a small national economic prosperity or signs of infrastructure development. If I see even a Kilomoter of road constructed in Nepal, I celebrate. Because I am a primitive person or belong to a culture that rejoices in "Liglig ko race". My people are happy the way they are. On the way to future, if there is a small effort every fifty years to make lives easier for our common people; that should be a case for huge applause and celebration. I cannot believe we are using cell phones and skype our parents and that we can fly from Nepalgunj to Kathmandu. From what I see, we've made huge progress for the collective culture that we are.
For me it is wasteful to imagine that we will be like Singapore or Switzerland in 1000 years. My people are happy. My people like saree over yoga pants. Who needs to run with shorts when I can cosy-up with a saree and the petticoat and the blouse and the bra and the mangalsutra. Radical ideas like corruption free bureaucracy, small government, making Nepal tax free for Indian goods because there is a huge influx of Nepali customers in Raxaul and Jogbani are all wishful and wasted ideas. I would rather hate the Biharis than not impose 10% excise tax in Bournevita which I will drive to Raxaul to get anyways.

It is the social culture and politics again. If these birds-of-feather politicians do not play by the rules of the existing norms, their highly-lucrative career would abruptly end with a furious tailspin. Even if your said "euta sabal, sikchhit ra darilo neta" is to come around, he/she could be figuratively (or even literally) shot down by our short-sightedly selfish and ignorant constituent of Nepalese people; Case in point, the wanna-be's, having lived for decades in countries with high culture of meritocracy, cannot stop bitching at the NRNA officials who are genuinely trying to bring about a positive difference. You see, Hindu culture was not just a indoctrination but rather a confederacy of "Hindu" rulers around the Gangetic plains yielding humoungous agricultural bounties. Those very fertile lands and the riches attracted too many a salivating conquerer and the stratified "Hindu" society, severely weakened by caste system, untouchability, and misogyny, could not defend themselves against even the Muslim invaders. Finally came the British and the other European missionaries cum colonial rulers who surgically deployed refined Middle Age politics, warfare, battle-ground tactics, and ruthlessness upon the unassumming then South-asian rulers culminating in a British residency in each sovereign but puppet princely-state including Nepal. These days the "residencies" come as fiat-currency-laden ambassadors or agents of donor nations with strong self-interest in global economics, global-banking, or geopolitics. Right now, South Asia could be the most politically-ravaged region in the world stunting human or economic or social development. The above historical outline is a lesson in how our society became so weak in mind, body, and everything else.

Without full support by a wise, meritocracy-minded, and skilled population under the umbrella of a culture with high-values no single promising leader will be willing or able to improve Nepal for you.

Today, the following are the policies in a nutshell adopted by the leading nations with the strongest influences on Nepal:
India - political and religious diplomacy
USA - military diplomacy
China - economic diplomacy
