AFAIK...
1.Guthi ko jagga ma,,u can build house n use for whatever reason
2. You can buy/ sale that being said if you buy,you pay half(half remains in guthi name even though u can use it all,,( u n guthi ll be owners)
3. If u sale u get price for only half as half belongs to guthi.
4. Buying n selling these land are different procedures
5. Also when can these land ll be completely yours...you need to wait for next bhoomi sudhar act/ notice from guthi saying that you can pay market price n that ll be all yours( no telling when this happens)..If i recall correctly this was allowed once,dont have the date handy...but might differ from guthi to guthi but i assume Rastriya guthi sansthan is umbrella for all guthi jagga....hope this clarifies bit....
