 NRD ID Card

Mr Y obtained US passport. He currently still possesses his nepali nagarikta card. Mr Y, now, wants to apply for a NRN ID card. Questions are:

1. Does Mr Y have to renounce his nepali nagarikta or provide proof of renunciation, while applying for his NRN id card. Mr Y wants to keep his nepali nagarikta, since he will give up his US citizenship after 2 decades.

2. After obtaining NRD card, does he have to obtain separate visa for travelling to Nepal, or will the NRD card fulfil his VISA requirement?

3. After becoming a US citizen, can Mr Y become a Nepali citizen at anytime, if he so desires. Lets say, Mr Y realises that he doesn't want to travel any more, and is happy just staying in Nepal, and ditches his US citizenship. Can he then become a nepali citizen?

Please reply if you have knowledge on this. I think this may be a good help to many others as well in the same boat.
