`ADMINISTRATORS MANHANDLE LDO, LOCK HIM UP IN TOILETt?
Wife of acting Local Development Officer in southern district of Siraha has alleged that two regional and zonal administrators have jointly manhandled her husband, Keshav Prasad Bimali, last week and even locked him up in the toilet of a government guest house for over an hour.
Addressing a press meet in the capital, Kathmandu, Friday, Sarita Bimali said?with tears full of her eyes?her husband remains ?missing? since last Sunday (July 3).
According to Sarita, eastern regional administrator Jagdish Khadka and Sagarmatha zonal administrator Ram Kuamr Subba had reached the office of Siraha District Development Committee (DDC) at 7 a. m. in informal dress. Bimali, along with other DDC staff, was awaiting them at the DDC?s guest house.
As soon as they reached the guest house, the administrators duo started abusing Bimali on the pretext of keeping the guest house dirty. While Subba allegedly manhandled the officiating LDO, Khadka allegedly beat him up. They then locked him up in the toilet for an hour and then took him away in a police van to Rajbiraj. ?We haven?t been able to contact him after that,? said Sarita.
Talking to Kantipur daily, zonal administrator Subba refuted reports that he had manhandled Bimali. He, however, alleged Bimali of indulging in corruption and financial irregularities. ?Since he did not reform himself even after two warnings, we have decided to send him to Eastern Regional Administration Office for further action,? he added.
Subba said Bimali was currently in police custody.
Government employees unions have strongly protested what they called `Panchayat-style high-handedness? of the royal-appointed administrators.
Talking to Nepalnews, president of Nepal Government Employees Association, Murari Bhattarai, said the Bimali episode was nothing but plain hooliganism. ?The state must correct its way of dealing with the employees and government employees, if found not fulfilling their responsibilities well, should be subject to action only in accordance with law. Otherwise, the entire bureaucracy would collapse,? he warned.
The government had appointed regional and zonal administrators after the political changes of February 1, 2005, through an ordinance.
