no its only for students whose parents r residence here and have payed taxes and u have prove of it

International students can get student loan but it has to be cosigned by the a tax paying US citizen or permanent resident.

So all your answers means "NO U CAN'T" for International students but you can try it, it doesnot hurt

Yes, you can but the document has to be COSIGNED.

Now a days its hard to find a cosign to rent an appartment and here you are talking about cosigning a federal job.

Nope , international students cannot fill out the Free Application for Federal Student Aid.
U have to be a citizen, resident, or just asylumed politically. There may be some other conditions where u may fill this federal form.
