I am graduating in this december but I am holding H1 visa from the indian consultancy without gett ing any traning.Can i apply for the one year opt as right now i am going to the university ? I dont want to go to dhotis consultancy

IF you are already holding H1 Status, you are no more is F1 (student) status. Having said so, you cannot apply for OPT.

prakash ji is rite! and this is really funny as you mention. You already have a H1 visa, why do you care about OPT? Lot of people are dying to change their status from OPT to H1 and you are trying to do the otherwise, Be more informed about it : ) !
