This is new to me, and propably would be a learning experience for all of us.
I got an job offer from the State Government Department for the Engineering Research position quite earlier than graduating my program. I am graduating with a masters degree in August. They (would be boss) are looking posibilities to file H-1B visa in undergraduate category. Do you think there are any priorities given when filing under the sponsorship of State Government???

What if sombody is holding H-1 B filed thro State Government and later that beneficiary want to change the employer other private company, that will still be H-11 transfer or has to file new H-1 B under quota. Please help me out guys.

Jai hos,
since you got your H1b under non profit organization category, which is exempted from 65000 quota, should you decide to change employer to some private company, you need to file H1b again and fall into the quota. your H1b will not be transferred. hope this helps.
