Civil servants protest Minister Yadav’s uncivilised behaviour

The civil servants demanded Minister Yadav, who called the LDO to the ministry and locked him inside a toilet, to publicly apologise.

Minister Yadav allegedly locked Lalitpur LDO Dandu Raj Ghimire in the toilet of his office on Tuesday for allowing a boulder mine at lalitpur community forest.

Employees associated with Nepal Civil Servants Association, Civil Servants Union, Federation of District Development Committee, Federation of Professionals and Employees at Lalitpur District Development Committee (DDC) took out the protest against the Forest Minister’s brutal behaviour.

The agitating civil employees at the Ministry of Forest and Lalitpur DDC decided to halt their work for today.

Likewise, Employees at Lalitpur Department of Forest staged a demonstration in front of the district forest office at Hatti Ban in protest of the incident.

A statement released by Lalitpur chapter of Civil Servants Association mentioned that Minister Yadav’s use of force to lock up an employee was a blatant attempt to exercise feudal punishment. 

Stating that the incident was a slap in the face of the law, the civil employees warned the minister not to repeat the act again.

transsexual kt,   that guy deserves that......i think Yadav did that to make him feel humiliate and embaraass for wat he did.Thats a good way.No body gets hurt and would definitely leave a cautious note to the further endeavours.Any way,if those high officials are hand over to the  police,there is no way they will be penalized.So,not a bad option for greasing one's palm.

I dont care if you and cardes like you behave to any civil servant or whatever nepali. But you think a second class officer desrves that type of punishment from a minister? If you are a real communist and have you ever read about DISCIPLINE in communism? Is Matrika yadav a Minister or a GUNDAA? Try to read something about civil service and comment sth about civil servant. Your gundaa minister wants some popularity and he doesn't see any optins other than this type of penalty. If your father was a civil servant and he was penalized just doing the government service, will you say the same thing? Definitely you will, coz you cant think other than your gundaa boss and leave the communism/maoism. Ta jasta bheda harule nai communist ko badanam garaeka chhan.

And you might also know that Ministry for LD is Dev Gurung (he is not from congress or UML) and if Yadav had a civilized manner, he could inform to his comrade as well.

So there is not any arguement regarding this matter coz there is no difference in mentality between you and your so called minister.

 

But I want to listen from Nepe ( i think he can analyse critically sometimes). And he also says as you said, then I might be wrong in supporting a 'bichara' civil servant who always struggles for his life and never thinks about extortion, gundagiri and dadagiri.

I feel sad for Ghimire.

My quick two cents:

 

Intention: Good

Manner: Bad

 

I would view this as a learning curve of Maoists. Maoists will soon discover that a systematic change and systematic action rather than an arbitrary Kangaroo court style action is to go for for a consistent result all the time.

I had expected a lil more from a person of Nepe dai's stature about this matter. If you leave the issue half way, people will start pulling the then king's intention. May be, king's intention was good but the manner/the way he tried to do the thing was bad! Eventually we went against the king. Generalizing the case, should the civil servants stand against Matrika Yadav and Maoists (unless the party deplores the rude behavior of its minister).  

Yadav has brutalized no matter what that LDO deserves.

No doubt that both intention and means needs to be good. Otherwise you can go only so far.

 

Maoists have a lot of things to learn and discover, some regarding means and some regarding intention too.

 

I have been telling some friends near Maoists that the few controversial things Maoists have been telling recently (like Prachanda’s “Jana-ganatantra” and Mohan Vaidya’s “middle path media” !) are going to be their surprise of life once they find out that they were just trying to invent the wheel with a different name.

 

There ain’t no jana-ganatantra other than loktantrik-ganatantra and their ain’t no middle-path media other than free media. It’s been discovered a long time ago.

 

So the most Maoist might end up with is some new brands. However they will be re-inventing the same old and golden “freedom” and “democracy” all over again. Simply because that’s what Nepali people want and will never ever let anybody tamper with that.

 

However, this might happen not soon but at the end of the learning curve. Meanwhile we shall be seeing all kinds of odd jargons and behaviors from Maoists.

Here I believe Matrika will get more support from people and less support from the media and outside world. There are more detestable acts of mao than this. I hate them with my guts but its not due to act like this. Its because they kill people, snatching their intrinsic right to live, not only as humans but also as living being, just because a bunch of ignorant decide they are bad for society.

People are saying let them kill as long as they develop country(when its not their own family member, I have not seen anyone who is killed, tortured by maoist and have said let them rule). They can not kill even if they develop the country plus its highly unlikely that they would develop the country. They will suck it like crazy, look at hishila yami, on how she started.... just wait and see guys. Extreme socialists have ruined everywhere, and now that virus is in our country and we cant do anything but wait and see if our society heal itself before virus just kills it divides it and put it into ruins. A part of it in india and rest of it in china. Always fighting with whatever arms obtained from Bihar and China. Lets hope someone will k*ll those ba****ds Prachanda and Baburam before that.

I also support NEPEjee's analogy: Intention GOOD, Method BAD. There are several such instances in Nepal, where karmacharis are involved in illegal activities. Not to mention, Maoists are trained and it is their way of doing such thing.. They started people's war with GOOD intention but with BAD strategy (Armed struggle was not entirely successful and ended up killing 13,000 people and destroyed millions of properties, they had to join hands with democratic parties). What the heck, BAD strategy bhayera, akhir Ganatantra ta ayo, kaso Nepeju?

We will see several of these kinds of instances in the coming days and more and more when Maoist forms their own government. As Nepeju said in another thread, we need to give Maoist a chance at least for two years to run the country and let other parties and people watch their deeds. Nepe ju may have a GOOD intention here in support of Maoist and he may have dreamed up that MAOIST would do all GOOD in next two years, But as a believer of rule of law, I assume Maoist will not do all GOOD in next two years and would continue to follow such aggressive and uncivilized behavior if people are not cautious of against their acts. Civil servant organizations have done good job by organizing demonstrations. 

My analogy is is "let's not fire the house entirely and start to rebuild from scratch, let's just focus to locate the damages and repair those. Our Sundar Santa Bishal Nepal does not need such aggressive radicalism in every corner of its existance including beaurocracy, press, laws, etc. We can not make New Nepal by adopting uncivilized acts like Matrika Yadav did, He should use due process to punish that guy if he was corrupt or not obeying the minister's order.  That is why Nepe ju I still want non-Maoist parties to teach democratic norms and values and rules of law to Maoist, instead of letting them to learn by themselves. Nepeju, Where you have seen that Maoists have learned democratic values without strong pressure from other parties? I think you believe in science and facts more than me (Have they punished any of the culprits yet by themselves without pressure from public and other parties?). What I have observed recently is Maoists have slowly begun to respect the public pressure and introspect and listen to others.  Now they have come to an agreement with NC and UML for constitutional amendment and power sharing. Without NC and UML's strong pressure, they would not have agreed. I salute NC and UML whatever they have done to convince Maoists and in the same way CIVIL SERVANTS should alert (and teach if needed) with respect MAOIST ministers and their cadres about rule and regulations and due-procedure in the days ahead...that way Maoists will be more accountable and responsible to people and rule of law... I am curious if NEPEju agree with me here..

I agree 200% with you regarding the need of a constant pressure on Maoist. Such pressure is necessary for their democratization as well as for keeping their revolutionary zeal for Nepal’s extensive reform sharp and any place from where such pressure gets generated is good.

 

Now the question is, is the current struggle of NC and UML for that purpose ? As much as I can see, not really, at least not primarily. Hence my apathy to their struggle.

 

Besides, NC and UML themselves have so much inadequacies when it comes to democracy and reform that their pressures hardly have any moral weight.

 

So I am counting NC and UML as marginal when it come to pressurize Maoist for their fuller democratization and negative or neutral when it comes to preserve revolutionary zeal for change. I don’t count the struggle for power as the pressure I have been describing.

 

That brings the question- then, who is there to do the job (of keeping Maoist pressured on) ? Is there a party, let’s say without it’s own inadequacies or baggage to feel morally inferior to pressure the Maoist ?

 

Yes, there is. And that is the public. The non-partisan mass of the public. Their voice is not always and as loud as partisan public. But their moral unquestionability and particularly their natural unbiasness makes them a party with the greatest moral authority for a job like putting pressure on Maoist.

 

Unfortunately, the partisan mass which is much more active and louder than non-partisan mass has been drowning or sidelining the later. It’s time to recognize and empower this mass if we want less conflict and more progress including “reforming” Maoists.
