I can help you.
It is not big deal, all titles, menus and permanents links can be defined as in one language file. So having two such language files (one english and another german), users can select either language. Regarding contents, it must be manually entered in two diffeernt language.. dont think.. google or any machine translation does the magic on the fly.. it is impossible to generate correct translation.
Let me know what type of site / contents you want? I might help you with scripts too,.. (or if you pay for my time, I will set up everything and give you ready made website ;-)..
