Yes, one of my friend also got rejected for H1 - B as he was from India, he had very good communication and was a smart person running one company was worked there as Business development manger, he go rejected beacuse he did his MBA in sports managment, and was working as Business Development manager, which did not make any sense for the embassy to give him H1 .
The H-1B is a non-immigrant visa in the United States under the Immigration & Nationality Act, section 101(a)(15)(H). It allows U.S. employers to employ foreign guest workers in specialty occupations.
But if you have worked in US and in your country then it is possible to get H1 B, while appering for the interview, they also ask you questions related to you work like how you give interview for a job.
2 of my friends got there rejections as they should x years of experience and but they did not work.

I think the reason the embassy gave while rejecting my friend was "The sponsoring company is preety new and small and they will do more investigation.". But till today no result.................
Good luck
