Lingo provides free to some of the countries in Europe. If you have to make a lot of call, recommend lingo.

I have been using phone power for sometime now and never have any issue. They provide more features than most other VOIP companies for cheaper price. Even the direct call to Nepal is like 17 cents a minute. So not a bad choice!
