Recently i met another PHD doing guy, who never had gone back Nepal since last 10 years, expecting job here in teaching. The jerk was a loser and last bencher.

First he joined ISC no wonder he could not get into IOE and IOM, jerk went to easy way not persuing science, got into humanities-or so called social science, got into phd in must have been with some asirbad!!
-> Everyone who joins ISC is rejected from IOE and IOM.
-> Everyone who switchs field from science to humanities or so called social science is because s/he couldn't pursure science. New evidence showing someone can get into phd with some asirbad and I assume you're talking about your own experience.
or whatever..now he is so keen to prescribe solution for nepal, purely based on ethnic and religious background no wonder this jerk belong to so called "ethnic" group.
