I wouldn't consider it completely artificial. The hardest and weirdest part in any living organism is the life itself. Everything else, but life can be synthesized. Until these scientists can prove that they gathered bunch of elements/compounds and created life (be it a bacteria or whatever), I wouldn't consider it artificial bacteria (living).
