'Cut-off' in govt funding for jatras triggers protest; Home Ministry urges calm

People from Newar community in Kathmandu staged angry protests against the government on Saturday for not allocating budget for traditional jatras (religious festivals) observed in Kathmandu Valley.

The protesters blocked traffic at several places by burning tyres on the road. There were protest rallies in Basantapur, Teku and Kalimati areas throughout the day. Shops remained closed in these areas with the protesters frequently clashing with the police.

The local Newars took to the streets saying the Finance Minister, who unveiled the budget estimate for the fiscal year 2008/09, cut off the funding for jatras. Protests had started as soon as the Finance Minister presented the budget at the parliament.

On the contrary, some news reports quoting government sources said the funding for jatras has not been cut off. However, the Finance Ministry has not said anything on the matter.

Meanwhile, issuing a statement this evening, the Home Ministry urged the protesters to call off their protest and help maintain peace and security in the capital city.

The ministry also said security has been beefed up in some areas in the capital to prevent possible violence in the wake of the protests. nepalnews.com mk Sept 20 08

As somebody rightly said today, Jatra is not an expense  but it is an investment. The revenue generated by Jatras over weighs its expenses.

You guys think that these stupid maoists think of animals if they don't think of human beings ???? 

These are the same guys because of whom many youth had to flee from the country to foreign lands...and these are the ones who have killed the most nepalese citizens in our history...

In our Nepal History, we used to read that the biggest masssacare took place during the time of Jung Bahadur Rana in Koot Parbha.... but these guys have outnumbered that figure.... and you people think , they are going to save animals and with that money they will invest in something good ??? if so, then may be your eyes are still blind...

I am strongly agree with Sangfroyd ji. They r killer even uni haru le COW lai chhodena, u poeple think that they will care for animals. That's politics, they are trying to play game with Nepalese people. Why u people don't get? Let's c what they will do in Dashain. And please our newari friends who lived in Kathmandu, if u guys saw Bahun in hotel eating momo and having other meat stuff, just kick them out. This is the time we all NEWARS not only from KATHMANDU, LALITPUR AND BHAKTAPUR , from all parts of world have to be together to show hem unity.

Its a posetive step the  government has taken . These festivals and these types of things are totally crap and waste of the money . I appreciate mr Baburam Bhattrai for making such decisions . I hope he will do better things in future .. And i believe government should also cancel these unnecessary festivals and holidays so people get to work and students get to study ......Good work Keep on doing it .................IP

So what could be (and what not) done in the future?

1. Government (Artha) should appropriate fund for Ministry of Culture without worrying about details. Let the Ministry of Culture worry about the specifics.

2. Ministry of culture should work with local bodies like Municipality to make a list of festivals/jatra that require government funding. The municipality should work with VDCs and wadas and guthis to come up with the list of festivals.

3. Besides the monetary assistance, the Ministry of Culture working with Home Ministry should provide security.  The Wada or VDC or Municipality should provide permits for these Jatras/Festivals/Processions to take place in public property for free. The local authority with volunteers could also help clean up the morning after. Although money is not directly involved the above mentioned endeavor, every one should be reminded that scarce resources were used to benefit the festivities. The above actions should be seen and advertised as help from the government to the community. These actions should mend/strengthen ties between the community (locals) and the authority (government of different levels).

4. Let the guthi or the festival organizers decide how to spend the actual money that is appropriated. If they want to sacrifice animals, let them do so.

In short, Finance Ministry should not be involved, at least directly, regarding festivals and jatras. Should there be a problem, why should it get bogged down? Let the Culture Ministry handle the heat.  

It is not the government's business to alter a culture or a religion. It is the people developed culture. The dynamics of a culture is always changing, always has. Let the change happen in its natural progression. If the people are dissatisfied over an aspect of culture, government will get its clue. We have had traditions such as child marriage or sati-pratha abolished by law only after strong outcry from the society that practised them. So far i don't see voices of Newars against "bali" in Indra jatra, at least not loud enough for politicians to start interfering from state level to impede on their traditional-cultural practice.

In short, let the local body (municipality, vdcs), which in turn seeks advice from the community (guthi, ward, vdcs) decide what and how to practice their culture.
