President and DHS has a power to grant TPS, so strange why Congress has to act for NEPAL.
Look at this today on USCIS webpage..
USCIS Alerts Yemeni Nationals to Available Immigration Relief Measures USCIS is closely monitoring conditions in Yemen. Due to the current unstable security situation, USCIS seeks to highlight several available immigration relief measures that may assist eligible Yemeni nationals. Immigration relief measures that may be available upon request include: - Change or extension of nonimmigrant status for an individual currently in the United States, even if the request is filed after the authorized period of admission has expired;
- Extension of certain grants of parole made by USCIS;
- Expedited adjudication and approval, where possible, of requests for off-campus employment authorization for F-1 students experiencing severe economic hardship;
- Expedited adjudication of employment authorization applications, where appropriate; and
- Consideration for waiver of fees associated with USCIS benefit applications, based on an inability to pay.
To learn more about how USCIS provides assistance to customers affected by unforeseen circumstances in their home country and how to request relief, please visit uscis.gov/humanitarian/special-situations. Additional information on USCIS and its programs may be found on uscis.gov, by following USCIS on Facebook (/uscis), Twitter (@uscis), YouTube (/uscis) and the USCIS blog The Beacon, or by calling the National Customer Service Center at 1-800-375-5283.

America is world’s most successful experiment of Capitalism. Nepalese and their demand for TPS is very much a Socialist ideology (i.e. the culture of entitlement). You can yell and scream on humanitarian ground all you want, if there isn’t a direct or indirect benefit to America by providing TPS to Nepalese, it’s not going to happen. This is how capitalism works and that's what's so great about America. It's never personal...it's just business! Good luck to the dreamers. To the realist, if you are even half as motivated to help Nepal as you are about getting TPS, I am confident that you will find a way.

This is what i dont understand about all this TPS talk.. someone with more knowledge please explain 1. If you came to US illegally or overstayed your visa TPS will still not gurantee your re-entry to U.S. you can get a sponsered travel document but if they can still deny you entry and you dont want to take the risk why would you need TPS. Just stay here illegally and keep working. 2. If you really want to go and dont care about returning back than why worry about TPS. 3. If you are in a legal status and have valid visa you can easily travel without TPS. There is always a risk involved when coming back you say.. but even with TPS that risk is still there as they can still deny you entrance back. TPS will provide a temp work authorization but will not make you eligible to apply for a permanent residency. How would you getting a temp work auth help nepal earthquake victims in any way.. For people who are about to call me Names and abuse me.. please understand i m just asking questions as i dont know enough abt this TPS. If you dont have answers to my questions or answer them in a civilized manner, keep your fingers off the keyboard.

@dukkure - here are your answers (based on my limited knowledge) 1) TPS will give them the legal documents to work for at least 18 months. So, for at least 18 months, they won't have to worry about being caught and deported (peace of mind for even 18 months is a big deal to a lot of people). 2) Going back knowing you have 0% chance of returning is different from going back knowing you have a decent chance of being able to come back (yes, they might be denied entry even with travel document through TPS, but they might be allowed back as well...it's all about HOPE and POSSIBILITY) 3) Again, it's about lowering your risk. Yes, the risk of being denied entry is always there but TPS will lower the risk a little bit because they will have received travel authorization in advance. When it comes to being able to come back to the US, even lowering your risk by 1% gives people peace of mind. It seems you are underestimating the power of travel document obtained through TPS. Yes, it doesn't guaranty re-entry, but it improves your chances by quite a bit. 4) Just like Asylum, TPS is a humanitarian measure intended to not force people back to their home country where they are unsafe. It's not solely about helping earthquake victims in the traditional sense. The US government prides itself in it's ability to help the helpless. TPS is designed so that people who are legally or illegally present in the US aren't forced (forcefully by USCIS or willingly due to expiration of non immigrant visa) to return to a country facing natural disaster (among other things). Does this clarify things? Any follow up questions?
