Not sure what do you mean by web app server. for .net web application 99.99 % time the server is always IIS. There might be ways to deploy to other web server but this feature is available with new .net framework only. So for so far we can say, it is always Internet Information Server(IIS). May be I didn't understand your question correctly, but you can deploy your web application in  Internet Information Server(IIS) in your local computer as well..

If you talk about cloud hosting, you can use Microsoft Azure to host web applications.

There is no difference between deploying a web app (heck it can even be an single html file) and hosting / cloud web server. The simplest method to deploy the web app in Internet Information Service(IIS) is to copy the file in the c:\inetpub\wwwroot. There are other methods such as compressing a .net app into zip file and extract it from IIS. however copy and paste is best.
