Can't blame Obama on immigration reform failure.

The US Congress writes and passes laws, not the White House (Obama). He can enact laws but only when the US Congress passes laws. Under the current GOP controlled US Congress GOP is dead set against passing any immigration law that Obama has been advocating for years.
