Basically, the OPT and F1 wil not come to you because they need stable company for them to sponsor h1b and GC..so basically you are looking for DV holders who did not know how to enter the IT market in the first place....I guess contact someone with PFA Insurance Marketing experience and then buy their customer database...reach out to those people and put them in an apartment teaching them QA and SQL shit...out of 100 ten may be able to get the job...but in the meantime make sure send someone to routinely clean the restrooms of your leased apartment because these guys may not know how to shit...
