One of my friend is on OPT and it is going to expire on Feb 2018. Can he join university for master for Fall semester 2018 or does he have to join in for spring January 2018 before the OPT expires. He wants to work on OPT till Feb 2018 and join the college for the Fall semester. Plz suggest if he can join for Fall semester (August 2018) or he has to join for the Spring semester (January 2018).

You can always apply and get accepted. Just make sure to get I-20 within 60 days of opt end date. Once new i-20 is created you get 90 more days to start school.
