status change has to be field at the time of filing.. if approved, it will occur when h1b is approved. eg. F1 to H1B.

Just FYI, at the timing of filing, it’s just checking a box on the main form for change of status, not a separate application for COS.

and this is more of a FYI... do not get surprised if H1 gets approved, but COS didn't and in this case you have to get out of the country and re-enter USA with new VISA under new status. Very rare cases But I have seen few.
