हानेल् कोनेको ले रु १०० को लागतको काम् ६० मा गर्छु भनेर सकार्यो तर काम् गरेन वा गर्न सकेन। नियमानुसार् र परियोजनाको समयमा तालिका लाई ध्यानमा राखी पुन: बोलपत्र आह्वान् गर्दा नया ठेक्केदार् ले रु ११० ( पुन: इष्टिमेट् गर्दा) को काम् १०६ मा सकार्यो। अब भन्नुस् होस् त्यो बढ्न गएको को रु ४६ भ्रष्टाचार् गरेको मानिन्छ? ज्ञानेको सुशासनको शान्दार् नमुना हो यो, नियन्तृत् मेडियामा यस्तो यथार्ततालाइ लुकैयो। तत्कालिन् आयोजना प्रमुख् नेपालको खाने पानि क्षेत्रको सबै भन्दा आदर्नीय र सफा ब्य्कति मानिन्छ तर बिडम्बना, देश का केहि गतिला राष्ट्रसेवक् ले नि जेलबाटै अब्काश् लिनु पर्यो, एउटा नमीठो दाग् बोक्नु पर्यो।

Dear rahulvai, If you had any knowledge about how construction projects work in Nepal, you wouldn't have tried to raise arguments in favour of Melamchi project officials and political decision makers. Construction business is one of the most corrupt businesses in Nepal. I had numerous opportunities to work in construction projects in Nepal. I had worked even with KONECO and Lama Construction Company who were directly involved in Melamchi project and I know very well those people.

Almost all construction projects in Nepal involve corruption. They are created not to develop Nepal or serve people. The sole but hidden objective of any construction project in Nepal is to steal money. The stolen money is distributed among project officials, concerned ministries and political leaders. I don't know whether Deuba got money from Melamchi project or not but considering sheer size of the project and money involved, I can guess the stolen money should have gone very far.

For me, there is no doubt that taxpayer's money was mismanaged in Melamchi project. There was corruption for sure. The question now is who are the beneficieries of this mismanagement. I think, rahulvai is trying to make a political statement in his posting. It appears for me that rahulvai doesn't like King Gyanendra, so he thinks all king's opponents are good people.

it is wrong to assume if private businesses work for not-for-profit on public works. i don't think if any one would object if these businesses share any profit margin not only to their Kaka-Bhatijas but also to any public office bearers given they are not compromising that with the supposedly quality works as specified in the contract or are within the limit of social norms. thats how Capitalism works...

Dear rahulvai, I disagree with your arguments. Your argument that there is no corruption, if any contractor agrees to work below estimated rates, is just a wrong perception.

Its good to know that you work as an engineer with the governemnt and its natural for you to defend any government mismanagement.

Another Nepali, I am not defending the mismanagement of government. I am just defending thet the accusation made by "Shaahi Aayog" to Deuba and others. Again I request you to read all the posting or the documents regarding the case. What was accusation and what the reality was, thats all I am posting.
There may have been transaction of commisions, I agree with that. That is also part of corruption. But my freind, the Shahi aayog was not addressing with that.

In general thought,

Nepali people brought computer, hookup internet and telephone,... they able to do because most of them do or did corruption on Nepali development projects.

Otherwise, it is amlmost impossible to them.

Asian Development Bank (ADB) Helps Nepal Prepare Melamchi Water Supply Project for kathmandu:

Preparations for a project to bring water to Nepal's Kathmandu Valley from the Melamchi River will be partly financed by a US$5 million equivalent technical assistance (TA) loan approved today by the Asian Development Bank.

Only half of the Kathmandu Valley's water needs are met during the dry season and the situation is getting worse as the area's population is growing at a rapid 4.5 percent per annum. A proposed Melamchi Water Supply Project will provide an extra 170,000 cubic meters a day for the two million urban residents in the Valley and should satisfy demand until the year 2015.

Kathmandu Valley includes Nepal's three major cities of Kathmandu, Lalitpur and Bhaktapur. Due to deforestation in the catchment areas, there is a rapid runoff of rainfall during the short wet season and an acute shortage of water during the longer dry season. In addition, layers of clay impede the natural recharging of groundwater during the wet season.

Following the TA loan, the proposed US$270 million Melamchi project will be ready for consideration by potential financiers. The proposed project will include a 28-km tunnel, a hydropower plant, a water treatment plant and distribution facilities. It is hoped the project will be ready for execution by 2000.

The TA loan will provide the overall project management for the first 18 months. In addition, it will finance the detailed design and preparation of tender documents for the bulk distribution component of the project. It will also fund a pilot project to test the artificial recharging of groundwater in the Bishnumati and Manohara river sites.

The total cost of the technical assistance is US$6.75 million. The ADB's concessionary loan will come from its Asian Development Fund (ADF), which means it is interest-free, repayable over 40 years, including a 10-year grace period, and carries a service charge of one percent per annum. Approval of the loan is subject to the condition that the loan shall be signed when sufficient financial resources are available for the ADF. The Government of Nepal will provide US$1.75 million equivalent.

The Ministry of Housing and Physical Planning will be the executing agency for the TA loan.
