Prachanda’s three options for peace; uproot monarchy

Maoist Prachanda yesterday presented a three-point agenda and nobody could reject it but yet an agreement couldn’t be reached, Sitaram Baral reports in Jana Aastha. The three proposals are:

1. Let’s all agree on a republican agenda prepared by eight parties to go for a constituent assembly. If seven parties are agreeable, we’ll separate arms and the People’s Liberation Army (PLA) as demanded by you. We’re ready to ‘lock’ the ‘arms’ under United Nations monitoring.

2. If this isn’t agreeable to you, let’s announce dates for constituent assembly elections today. We will come to an agreement on other things for this. On the question of weapons management, we’ll ‘lock’ most of our weapons separating them from the PLA and for safekeeping in camps under UN supervision. Limited weapons of the state army can also can be kept under ‘lock’. Most of our weapons and come of the state army can be kept under ‘lock’.

3. If for some reason the second proposal is also unacceptable to you, continue with parliament; we’ve no objection to the government of seven parties’ you draft the interim constitution and announce elections for the assembly. But, make a provision for our unrestricted participation and create an environment. We will participate in constituent elections without our participation in government if such conditions are met. Our PLA, under this situation, will stay in a temporary camp under UN monitoring. After Prachanda presented the three proposals, leaders of seven parries exchanges glances and couldn’t point out shortcomings in Prachanda’s proposals. They couldn’t accept or reject the proposals; Prachanda said elections must be held within one year while presenting the proposals.

"If you’re ready to work for the end of monarchy, accept this offer. We are ready to manage our army and weapons as you say and under the spirit of the letter written to the UN," Prachanda said alerting the leaders of seven parties. "But management of our weapons are army is not acceptable without meeting our condition. That’s why our condition is the uprooting of monarchy."

NJP warns of launching armed struggle in support of King
A few months after Nepali people took back state power from the King ending 14-month long direct rule of the King, the Nepal Janatantrik Party (NJP) has said that it will launch an armed struggle in support of the king from the far west.

A letter issued by the party, which reportedly has its headquarters in Kailali’s Dhangadhi, to journalists stated that a ‘sabotage programme’ will be launched from mid-December to mid-February in support of the King, reports said.

In a letter distributed to the journalists the party had warned that the party would embark on an armed struggle.

“An armed struggle has been declared from the far west to show disagreement with the current political activities, in the context that all others except the seven political parties and Maoists are being treated badly,” the letter added.

It also said that the Nepal Janatantrik Party was formed on May 24, 2006. The CDs distributed to the journalists contained the party’s declaration.

The letter read that Rana Bahadur Chand ‘Samrat’, Shailendra Dhami ‘Jeevan’, Tapendra Bhatta ‘Smriti’, Janak Bhandari ‘Basant’ are the central president, vice-president, general secretary and secretary of the party, respectively.

The party’s seven-member committee also includes Narendra ‘Bam’, Sudarshan Damai ‘Surya’ and Sanyog Bhat ‘Sansar’. nepalnews.com pb Oct 16 06

If what bineet is saying is true, i dont know why could not government come to conclusion. I know its difficult to trust maoist looking at communist history through out the world. Where they first talk about empowering people and later end up centralizing power at state giving rise to dictators. Anyways at this point giving Maoist a benifit of doubt, may be political party should come to some conclusion.

No political party should try to protect Monarcy because Janandolan was seeded with republican agenda. Now it should be entirely left upto people to decide fate of manarchy....

Burden of proof of Maoist commitment for democracy should be on Maoist themself. They have to convince people that future politcs will not be driven by arm as they have been doing so far.... Thye also have to prove that, once they are in power they would not centralize power in state converting it into dictatorial regime... They simply have to do this becouse people are skeptical about their motive because of history of communist in other coutry... (Note: Marx prolaterian (however its spelled) dictatorship was wrongly implemented by lenin. If objective is to empower people, then it should be done by devolution of power... not centralizing it... TO prove their commitment they have time till constitutional assembly election else people will simply reject them... Some might argue that they will use force to win consitutional election.. Hey! by the way people dared to face Kings Army, why would they surrender to Maoist? I assume that Prachanda is wise enough to reconize it....

Since Prachanda is saying that its a 21st century communist moment... and looking at some latiin amercan countries... Maoist do deserve some benifit of doubt as they are saying they are committed to multi marty democracy... but they will have to surrender arms, there is no alternative to it....Looking at Bineets points... seems they are willing to do that if fate of Monarchy will be decided by people....
