Do i need to take IELTS to apply for the canadian PR? is there any one who has applied for the PR and has not taken the IELTS? please help.
and if u could also provide any helpful suggestions for the application.

Yes you should take IELTS before applying but sometimes proof of your degree from US universities works as well. So be on safe side and NOT delaying your application process i would suggest you to take it before applying for it. Regarding your police report. any country you have lived for more than 6 months after 21 years of age, you need to furnish canadian immigration with the police report. if you want more information go to following link

Assuming you've done this before, what specific documents or what type of letter can i submit to prove my English language proficiency? I mean i went to school here and etc but i'm trying to figure out what i should submit.

-Does anybody know how long will it normally take for the processing of Canada PR from the time you submit your application and fees to get the Canada PR?
Time1 - you submit your application
Time2 - you get the PR
What is (Time2) - (Time1) ???
2 months? 6 months? 1 year? or more??

Actually When i applied for PR they didn't required the IELTS score. But few of my friends who migrated to canada told me that these days they do require a proof of english proficiency i.e IELTS score and some of them were let go with the degree from US universities. So I really do not have an specific answers to it but to be on safe side would suggest folks to take IELTS. But if you really want to try it submit your degree and see how they answer it. By saying so please give your self enough time for them to get back to your before being illegal in the US. This might effect your application process.

now a days it takes 14 months to get your PR card once you submit your application. i.e if they don't have to sent your application back for being incomplete i.e no IELTS results, no police report, sending personal check (they require money order) for application fee.

U don't really need IELTS for Canadian PR. If u demonstrate your English proficiency through writing, that would be enough. Of course, the degree from the US helps. That was true as of 4 years ago, but things might have changed.
