there is not any way that TXU will waive your amount ....they will make you pay broo ...if you wont pay , it will fuuuuuck your credit history .... go to http://www.powertochoose.org/ but i recommend you to choose reliant which i am having right now . they have less complaint and they are reliable tooo ...

I've heard some cases where people were paying someone else's bill because of faulty electrical routing. You should turn off the main switch from the meter and see if it turns off your lights.

If you do not own the apartment, you should get your building management to do the autdit of the electrical systems. If there are issues with the way things are, then switching the company will not resolve it for you. The you can talk to your current provider and try to negotiate. Be clear to them that if they would not consider giving you discounts, you will switch.

For two bedroom apt, during peak winter, $150 to $200 is normal. However, if you think something is not right and suspect that there might be a power leakage in your apt, do the following: 1. Switch off everything that runs on electricity. The best way is to turn off the main switch (mcb). Usually, mcbs are located in the closet, inside a metal box. 2. Find your meter number in your utility bill and go out and identify your meter. Meters are usually located at the side of the building. 3. Make sure the dial inside your meter is not rotating. If it's rotating, then you might have some power leakage.

BTW, if you are paying more than $0.11 per unit then, I advice you to switch to a different provider. Try Startex and make sure to get a 6 months or 1 year contract. Month to month though looks cheaper but can sometime go as high as $0.19 per unit.
