Saathi ho here is one strange problem that one friend is facing, which perhaps lot of guys who are in US have already encountred so I am asking for your suggestion;


My friend got I-20 from one uni from US, he applied for VISA paid all SEVIS fee and application fee. Luckily he got VISA, but suddenly he got good scholarship offer along with I-20 from another university in US.



Now can he go to USA with VISA that was given based upon I-20 of first university and join another University (latter one). What is the process for doing that ?


Does he need to apply once again for VISA ?
What are the chances of getting VISA approval again if he goes to embassy ?


Please suggest !

Just come US and go to the university from which he got the scholarship then told them to change the sevis. The university's international office change the sevis. That's it. He doesn't need to change the visa or anything. Neither he has to go to the university for which he got the visa.

its probably wise to get a visa with the new i 20. OR defer the i-20 of the new uni by a semester, finish 1st semester at the first uni and transfer!

You're friend can go straight to the universtiy that gave him scholarship, that should not be a problem. I almost did the same when i first came to the states . As chanke_keto said : All he need to do is transfer  his sevis after comming to the states.

Chanke is right. Come here and transfer the sevis. Just few days work.Take a flight straight to the university where u got the scholarship and talk to the people at international student center. you just have to fill some forms for the sevis transfer.
Source: I helped a guy in a similar situation.

Looks like most of the Sajha users do not know the new change in rules. Read on your I20, it is clearly written that you can not change the university for the first semester i.e. whatever be the case you need to attend the university for which your visa is issued. 
I had exactly same situation, I came to US with the visa of the first university. I thought it's waste of time to apply for another visa, as many suggested I could easily transfer the SEVIS and go to new university. But after I coming here International Students Office said, rules changed and it is clearly specified in I20 that I cannot transfer SEVIS unless I stay one semester. Luckily I had full scholarship in both the universities, only the second university was much reputed one. 
For me it didn't matter much, it was just a matter of university ranking. But in case you have to pay more as well. 
When I was in Kathmandu, I asked by email to US embassy, they said I should re-apply but I ignored and had to stuck with the original university. 
Here is my suggestion: re-apply for visa with new I20. You don't have to pay SEVIS, only visa application and visa fee i.e. 331 extra bucks. Even if they reject your new visa(highly unlikely, since you already have a visa), your existing visa won't be cancelled.

What rules are you talking about. Plz link the source. The rules your are talking about, has been in the i20 from long time ago. May be your school didn't want to do the transfer.

As far as I understand, once you receive your I-20 and Visa for a University, it is mandatory that you attend that University for at least a semester before you can transfer to another school. I am wondering how can one transfer schools without even enrolling into one. 

University Transfer Procedure for F-1 Visa Holders:

  • The student must join the university in which he/she obtained the student VISA. (Transfer cannot be done before enrolling into the university). Source: http://www.f1study.com/html/university-transfer.html

@Phiste, I don't have links but that's what happened to me. I tried really hard to transfer to the better university. It was just 2 years back and I assume this is fundamentally same for other universities as well. 
In my opinion, re-applying visa with the new I20 is the best option.
