Is it true that if i file my 485 after July 31st, i have to pay new hiked fee. and what is this I-130. Do i even have to apply that if I apply I485

The USCIS will honor the current lower EAD and AP filing fees for all
I-485s filed with the USCIS from July 30th through August 17th, 2007. This means that all EADs and APs filed during July 2007 and reaching USCIS no later than August 17, 2007 will enjoy the lower filing fees.

A U.S. citizen or lawful permanent resident of the U.S. may file Form I-130, Petition for Alien Relative, to establish their relationship to certain alien relatives who wish to immigrate to the U.S. A separate Form must be filed for each eligible relative.

.....It says Ap and EAD only. how about filling fee for 485. is it gonna be same. since i am filling i-485, i guess i cant file I-130 right

The filing fee remains the same for EMPLOYMENT BASED petition only till August 17th IF your priority date is within July. I-485 filiers are eligible to file AP and EAD, and these fee also remains the same till August 17th.
