If you are planning on coming to US for the sake of coming to US, and IF your B Engr grades are really good (close to 3.9 GPA or equivalent), you should go for ME/MS from a top univ. If grades between 3.5-3.9, your goal should be a top univ, but should have a mid grade univ with great research opportunities for MS/ME as an option. If you get into this univ, definitely go there.
MBA without work experience makes no sense. Also, with limited or no experience from Nepal, you are most likely to be admitted for MBA by some no name college, in which case your time and money are better spent elsewhere.

In my view ! since u already had an engineering degree in electronics & communication, u are good enough for technical field. Now it's upto u, what kind of degree u want in Masters.
As far as job is concerned, it depends on what exactly u know for any positions. Degree is just a reference for ur academic level.
