Walk into a Washington Mutual with your passport. I am sure about Washington Mutual as I got mine there with Nepalese Passport. I think others do it too; just walk into couple of banks and ask em.

check through the google...or u can call washington mutual customer service and ask...i dont have the number but u can get it through www.wamu.com
