I don't have a specific answer to your question but I would like to give you a general suggestion. If you are looking for the university only in Texas then you should apply to almost all universities that has phd program of your choice. I believe there should be no more than 5 university in Texas which has phd in those program. You can figure that out in few hours of net surfing. It's always better to apply for more than three universities while applying for phd program.
