But then conning to the point Us lockbox facilities are not run by uscis but they are run by the private contractors .
And as per the federal register notice for Nepal the above mentioned address doesn't say it's a lockbox but u can file a g1145 for a wide range of immigrations forms .

Fill two G1145 form. One for I-821 and if taking EAD form as well. From my experience, they had all my ead info 1 week before they actually sent me I-821 notification because I had placed G1145 on top , I-821 and last page EAD application, so G1145 didn't work for EAD.. So I would suggest,

G1145
Ead application.
