Dear Ambassador Sen:

We are professionals and students from Nepal residing in the United States and we are not affiliated with any political parties or groups. We are alarmed and concerned at the recent turn of events in Nepal and we hereby write to your Excellency to ask India to take immediate steps in diffusing and restraining the current political turmoil and preventing the escalation of Maoist insurgency in Nepal for the long-term best interest of Nepal.

Recognizing the importance of peace between neighboring countries, reaffirming also that States have sovereign rights over their own territory, we the concerned citizens of Nepal from the Himalayan kingdom, request India to take a more balanced role in negotiating with the Nepal party leaders to stop intensifying and prolonging the demonstrations. We believe that extreme concessions are not fair to all the Nepalese people.

Aware that the King has given away his executive power to the parties, we believe that the parties should take the King’s offer and form an interim government, and thereafter undertake general elections. While the international community saw the thousands of people demonstrating against the King, we believe that the current mob of demonstrators in Nepal is not representative of the views of the majority of Nepalese both in Nepal and abroad. Contrary to the prevailing view, reliable information indicates that the Maoists have infiltrated the mob and have fueled and funded the demonstrators for their own political advantage.

We believe that the King is working for the best interest of the nation and the King is historically, traditionally and religiously a symbol of unity for the various multi-ethnic groups of people. We believe that the Maoists insurgency was one of the main destabilizing forces in Nepal that has contributed to the current political chaos. Recognizing the importance of peace and stability in Nepal, we are anguished and appalled at India for sheltering, abetting, and harboring the Nepali Maoist guerilla leaders in Indian soil when they are branded as terrorists by the international community and are wanted by Nepal government for treason and high crimes.

Noting further that while officially, New Delhi brands Nepali Maoists as terrorists, we fail to understand why India in recent times is taking the Maoists with open arms and giving a “soft corner” to their obsolete, despicable and regressive cause. It appears that the Leftist parties in India are also influencing current misplaced Indian policies towards Nepal for their own vested reasons. Just recently, the senior BJP figure and former Indian Home Minister L. K. Advani claimed that the UPA government of India has a “soft corner” for Maoists in Nepal and warned that extending support to their insurgency could prove harmful to both India and Nepal. Referring to that meeting, Advani declared, “I am disappointed by the PM’s failure to mention the well-known link between Maoist insurgents in Nepal and the Naxal outfits in India. I suspect that this is because of the UPA’s soft corner for Maoists in Nepal. This is a dangerous policy.” Thus, even the Indian party leaders are calling for the Indian government not to shelter the Maoists of Nepal.

As you are aware, the Maoists problem has wreaked havoc in this small land-locked nation. More than 13 thousand people have lost their lives and several thousands have become displaced. The Maoist insurgency in Nepal has devastated Nepal’s fledgling economy and thwarted development. Historically, the Maoists announced a ‘People's War’ on February 13, 1996 and it is believed that the idea of starting this war may have been hatched following a meeting that took place on July 1, 1995 between the Indian Communist Party (People's War) and the Nepal Maoists. Also, available information indicates that the Maoists of Nepal have well-established linkages with Indian left-wing extremist organizations, primarily with the pro-Naxalites revolutionary bodies, People’s War Group (PWG) and Maoist Communist Centre (MCC). Thus, there is no reason as to why the international community should not take cognizance of Indian nexus with Maoists insurgents in Nepal and her nefarious design to destabilize a smaller neighbouring country.

In 2001, India along with the international community branded the Nepalese Maoists terrorists and pledged mutual co-operation to crush them. India supplied Nepal not only weapons and shared vital intelligence, but also had a policy of deporting Maoist rebels arrested in India. Despite that, there were reports that many senior rebel leaders were receiving sanctuary in India including the Maoist supreme leader- Pushpa Kamal Dahal (referred to as comrade Prachanda), his political second in command Baburam Bhattarai and other senior politburo members.

However, contrary to its stated “twin pillar policy” towards Nepal-that of constitutional monarchy and multi-party parliamentary democracy-India has newfound affection for the Maoists and has openly given sanctuary to the Maoists since King Gyanendra took power in February 1, 2005. Thus, we fail to understand why India is leveraging the Maoists and providing safe haven for their terrorist activities. If India continues to abet the Maoists of Nepal then India also is doomed to go the way of Nepal. Only the King can prevent that eventuality and India needs to support him.

We ask that India also proactively talk with the Seven Party Alliance and take concessions from the Maoists. Traditionally, India has been exercising its muscle to influence the internal politics of its neighboring countries and we are also concerned about India’s role in Nepali politics and its ultimate goal. We ask that India send an envoy to negotiate with the party leaders to form an interim government so that the situation is under control and prevent anarchy.

We Nepalese are proud of our heritage and unique cultural, societal and glorious history. We deplore the violence caused by the Maoists and the current mob in Nepal, and we ask urgently for the government of India to:

1) Pressure the political parties to take the King’s offer and form an interim government to bring the situation under control

2) Stop sheltering and harboring the Nepali Maoist leaders in Indian soil and send them out of India

3) Demand the Maoist leaders to opt for a ceasefire and to renounce violence and armed struggle

4) Preserve peace and stability in Nepal and the South Asian region

Therefore, in the interest of Nepal’s sovereignty, sustenance and security we respectfully ask that the government of India not help the Maoists overtly or covertly to come into power and pressure the political party members to take the King’s offer to form an interim government.

Hey kalp, you don't need to explain yourself to anyone here! As long as you know what you are doing is for a true genuine selfless cause and beleive in it. This is about what you can do and what you feel is the right thing to do...so you can't worry about not pleasing everyone nor should you ever expect that.

I apprecate your passionate approach in this matter.

To my misguided friends -

Writing a petition to foreign governments is a typical Panchyat era mentality – MANDALE’s want foreigners to help solve Nepal’s problems instead of counting on Nepalese to do so. During the Panchyat era it took the form of INGOs and Social Service National Coordination Committee. Of course we know that happened – despite hundreds of millions of dollars poured into Nepal, the per in come capital has barely budged over $200 in more than 30 years.

1) GYANE’S speech does not address the solution to the Maoist problem. Why should it? Remember, dictators and tyrants all over the world need an excused to stay in power. In Nepal that’s called Maoists problem. GYANE and his henchmen have used Maoist problem as the reason for activating “so called Article 27”.

The SPA has a solution. Some may have misgivings about trusting the Maoists but the solution to the problem has to start somewhere - someone has to take confidence building measure. Read #3) Bringing an end to the ongoing-conflict by, putting the RNA(Royal Nepalese Army) and the Maoist Army under the supervision of the UN or other reliable International Agency until free and fair elections for Constituent Assembly is complete AND #4) Maoists commit to democratic values, competitive multi-party system of governance, civil-liberties, human rights, and the concept of Rule-of-Law.

2) GYANE’S speech does not address many fundamental issues besides the Maoists problem (1) how to turn “royal Nepal army” to “Nepal army” (2) how to rein in the Para “uday Hussein” Shah (3) firing all the district, zonal, and regional commissioners (4) firing all the MANDALE secretaries & GER-SAIBS ambassadors (5) freezing the assets of current MANDALE ministers

3) India can’t solve Nepal’s Maoist problem. (1) they have their own Maoist and Naxalite problems that forms the arc from Bihar to Andra Pradesh. Writing petition and “ghuharing” foreigner embassies won’t make India do Nepals’ bidding. NEPALESE HAVE TO SOLVE NEPAL'S PROBLEMS.

Event if India does Nepal's bidding, I don't think that'll solve the Maoist problem. Remember, what happened in Sri Lanka in the 1980s. India first supported LTTE and then cut off support after their 1987 debacle & Rajiv Gandhi's assasination. But LTTE problem did not go away. The solution to LTTE problem lies in Sri Lankans. Likewise, the solution to the Maoist problem lies in Nepal. PLEASE STOP GHUARING FOREIGNERS.

4) The Maoist problem is more complicated than simply India’s complicity in their rise. I suggest people do some background research before they start “barking something they don’t fully understand.”

I DON'T UNDERSTAND THIS PARAGRAPH. may be i am stupid because i am not a "professionals and students from Nepal residing in the United States"... but be as it may....

if you don't call millions of people from all walks of life (political activits, journalists, doctors, lawywers, professors, teachers, housewives) pouring on the streets of villages, towns and cities all over nepal as being "not representative of the views of the majority of Nepalese both in Nepal and abroad" i am sure what you call it, INDIANS?

THEY HAVE JUST SELF-SERVING PARASITES.... THEY RUN TOBACCO AND GAMBLING ENTERPRISES & DON'T PAY A PAISA IN TAXES... LIKE THE MARCOS IN PHILLIPINES, THEY HAVE STACKED MILLIONS IN FOREIGN ACCOUNTS STOLEN FROM THE BLOOD AND SWEAT OF NEPALESE PEOPLE... THEY DON'T OBEY THE LAWS BECAUSE THEY ARE THE LAWS...

Non-emergency US embassy staff, families ordered to depart, other details (Breaking News!!!)

Kathmandu ,24 April: On the 19th day of opposition protests, the State Department today (April 24) ordered all non-emergency U.S. mission personnel and dependents to depart Nepal, the American embassy said.

"This decision, made at the recommendation of the Embassy, was taken out of concern for the safety of U.S. Government employees and their families, " the embassy said.

Ambassador James F. Moriarty, who informed the Mission community of the Embassy's recommendation, also is recommending that all American citizens in Nepal should consider leaving the country at this time because of the uncertain security conditions.

On April 12, the State Department had authorized voluntary departure for non-emergency Mission staff and families. Non-emergency Mission staff and families must now depart the country as ordered.

The U.S. Mission includes the Embassy, its Consular Section and American Center (both closed until further notice), and USAID. Thew opposition has not, so far, taken up the King's Friday offer to seven parties to form a government after he ended direct rule.

Instead, they are holding a massive protest rally at the city's outskirts on the ring road Tuesday saying the King has not addressed the opposition agenda. Meanwhile, security forces said they repulsed an overnight Maoist attack on Sindhupalchowk district headquarters Chautara , the Defence Ministry said.

The Ministry said four civilians were also injured.

Maoist casualties are high although only five bodies of rebels have been found so far, the Ministry said.

Maoists used a hospital and private homes as shields to launch their seven-hour assault.

Curfew for seven hours, other details
Kathmandu , 24 April: Valley district authorities slapped a seven hour curfew from 11 in the morning to six in the evening Monday.

The curfew was relaxed slightly on the 19th day of an opposition general strike.

There was no overnight curfew Sunday.

Meanwhile, the British Embassy Monday announced the postponement of a reception to mark the 80th birthday of Queen Elizabeth.

Kathmandu , 24 April: Ten persons, including eight Maoists, were killed in an overnight rebel attack on Sindhupalchowk district headquarters Chautara, security sources said.

Nine others have been injured.

A soldier and vegetable trader Bhakta Shrestha were killed in the attack.

Maoists attacked government offices, including the district post office, which was completely destroyed. Maoists also attacked and damaged the district hospital which was damaged, local reports said.

Sick and attendants were injured.

Curfew has been slapped in the town as security forces launched a search.

Maoist vice commander Sitish was among the rebels killed.

Bodies of five Maoists have been recovered so far.

in the midst of chaos, it is natural that there is lots of disinformation going around... that means one has to be cautious about what to believe... it is important to differentiate between "truth" and "propoganda"....

i don't believe any news coming out of RSS (Gorkhapatra, The Rising Nepal), People's Online (Chinese propaganda), www.peoplesreview.com.np (MANDALE'S newsite), any of the ministries in Nepal esp the "so called defense ministry"....

Hi Kalp and team,

You are free to write to whoever you want to. It is more effective if you write
to your local representatives in the US.

However, living in a democratic country, please do not give a BS to others.
It appears you have gone to the US as a person raised with the Panchayati influence
or money as your writing all over in the petition shows it.

What gave you the right to write the above? You must be blind of what is happening in Nepal for last decade if not for two centuries. Don’t you know the king has not dealt with the serious problem of integrating other ethnic groups into the mainstream? Look at the
government today and look at right under the roof of the royal palace who are ruling? It is a vicious circles of only a selected few castes.

So, how could the king be a symbol of unity for multi-ethnic groups? If the king had paid even a small attention to ethnic problems that was neglected by the parties, he would not have faced the problems that he is having today and he would have spared the country from the Maoists problems. There is NO future for the ethnic groups under the monarchy. It is simply a fact now. The Maoists have sold dreams to ethnic groups that they will cannot fulfill, but the future of the country to remain as one with all the diversity we have lies with a true REPUBLIC.

I challenge you to list here 3 significant contribution that Shah dynasty has made to wellbeing of the common people in Nepal.

So, please do not distort the facts, ok.

Good luck with your petition. I would say that you have put some good things in your petition though. I will be curious to see those professionals who will lend support to your petition as it is written now.

One more thought, if I may, instead of going round with this petition, the Nepal’s best interest will be served if you spread a campaign among your parents, relatives and friends to stop practicing corruption individually henceforth and ask them to give the money back earned through corrupt practices. That is if they have indulged in corruption and earned money.

JUST THROW IT AWAY. RATHER THINK ABOUT DRAFTING ONE TO KEEP THE NEW ALLIANCE OF MINISTERS TRUE TO THEIR PROMISE TO GO TO CONSTITUENT ASSEMBLY AND REDUCE THE KING'S ROLE TO CEREMONIAL OR IF HE DOES NOT AGREE TO THAT THEN SHOW HIM HIS WAY TO SOME AFRICAN COUNTRY FOR ASYLUM.

KATHMANDU/NEW DELHI: In a change in policy emphasis aimed at retrieving the fast deteriorating situation in Nepal, India was working with Gyanendra to see if he could enlarge on his offer to cede power even as the Seven Party Alliance (SPA) mobilises people for a rally on Tuesday.

There had been expectation that the monarch — through a statement — could agree to or propose formation of a constituent assembly, as demanded by the Maoists, or suggest the revival of Parliament. But there was no statement forthcoming from the royal palace till Monday evening.

Shaken by the stir, Gyanendra is making intensive efforts to save his throne through discussions with India almost daily. The Nepal situation figured in talks PM Manmohan Singh had with his delegation in Berlin as well as in New Delhi where defence minister Pranab Mukherjee held an urgent review meeting.

Mukherjee has been asked by the PM to remain in New Delhi and monitor the situation in Nepal. "We are keeping a close watch as Nepal is of vital interest to India," said Mukherjee.

For now, the government has ruled out sending another emissary or any form of intervention other than through diplomatic initiatives.

Mukherjee had two separate meetings with Karan Singh, who met Gyanendra recently, and CPM leader Sitaram Yechury, who has been in touch with the Maoists. The efforts seem headed in the direction of restoration of Parliament even though the matter has been heard by Nepal’s Supreme Court earlier. Karan Singh was understood to be hopeful that Parliament could be revived.

In Kathmandu, Tuesday’s mass rally may see a turnout of over 10 lakh. Elsewhere in Chautara, near the Tibetan border, Communist rebels fought with the Army and police for about eight hours from Sunday night to take control of government offices and a prison.

The Maoists retreated to their base areas after destroying a telecom tower and bombing a number of offices. Official sources said a soldier and five rebels were killed in the clash.

kalp is not the student of America but the Mandale of feudal king who kept people of Nepal for last three century under the fear and superstitions in the falsity of the incarnation of the god. If he is the incarnation of the god he should have make all Nepalese same like the statures of the factory.

These Madale the Nepali gundas and puppet of Kamal Thapa, Tuchcha Giri and Sardi Shah who misguade this king and become world unpupular and a sybol of head among Nepali poeple.

SPA must not let go these Mandale who used attrocities and death to the people's movement, rubbed people in the name of security and they cannot survive without the dictator king of Nepal. If king follow them he will be gone in 3 months.

This is not the pettition of the students of America but the Mandale huligans of Nepal who reside in sajha online. They are paid and from today on they are not getting money.

SPA must keep the list of the sajha mandale who took the money from gyane and his puppet. They made tones of money online sitting and supporting the move of the dictator since the massacre of the entire family of king Birendra.... They can be traced as the memebers of the GRAND DESIGN.
