NEPAL, WILL DEVELOP AND BE A PROSPOROUS NATION.IT HAS POTENTIAL TO BE ONE OF THE BEST NATION IN ASIA. BUT THE REALITY FOR NOW IS THAT IT IS ONE OF THE UNDERDEVELOPED AND A POOREST COUNTRY IN THE WORLD.HOWEVER, IF SOME PRACTICAL, FUNCTIONAL, DOWN TO EARTH KIND OR  PRAGMATIC LAWS ARE PASSED BY THE NEW CONSTITUTION AND IMPLEMENTED PROPERLY


 /STRICTLY THEN IT WILL THRIVE GRADUALLY AND BE THE BEST NATION. IT IS A FACT THAT DURING THE RANA’S RULING PERIOD NEPAL WAS MORE DEVELOPED THAN THAILAND AND KOREA. NEPALI PEOPLE HAD, HAVE AND WILL HAVE ENTHUSIASM, PASSION AND ULTIMATE WILL/ACQUISCENT TO DO SOMETHING AND BE THE BEST.HOWEVER, OLD UNPRACTICAL, CENTRALIZED REGULATION, LAW, CONDUCT OR PROCEDURE

THERE ARE MANY OTHER DISADVANTAGES OF HAVING EVERYTHING CONTROLLED BE THE CENTRAL GOVERNMENT. ONLY LOCAL PEOPLE KNOW WHAT IS BEST FOR THEMSELVES NOT THE CORRUPT CENTRAL GOVERNMENT.  NEPALI PEOPLE ARE SICK AND TIRED OF NEPAL’S CONDITION.THEY WANT TO DO SOMETHING AND THIS IS THE RIGHT TIME TO MAKE AN EFFECTIVE LAW .WE HAVE RESOURCES (NATURAL AND OTHER), MANPOWER/WORKFORCE AND FULL DRIVE TO GO FORWARD AND BE THE BEST IN THE WORLD.


 LOCAL VILLAGE, CITIES AND TOWNS ARE LOSING THEIR BEST MINDS OR IN ANOTHER WORD HAVING BRAIN-DRAIN INTO CITIES AND EVEN IN OTHER FOREIGH COUNTRIES. IT WILL CREATE A DIRE SITUATION SOONER OR LATER. DUE TO PAST AND RECENT SITUATION NEPAL IS IN THE VERGE OF BEING NEXT CAMBODIA OR ETHOPIA.


DO SOMETHING…NOW!!!…..HERE ARE SOME TIPS TO THE LAWMAKERS OF NEW NEEEPALI CONSTITUTION…


 


 


 1) DIVIDE COUNTRY INTO STATE AND COUNTIES.


2) GIVE FULL AUTHORITY TO LOCAL STATE AND COUNTIES (JUST LIKE IN U.S) EXCEPT SOME ISSUES LIKE NATIONAL INTEGRITY, CURRENCY, ARMY, FOREIGN POLICY AND SOME OTHER COMMON ISSUES.


3) EVERY STATE SHOULD BE ABLE TO DECIDE THEMSELVES WHAT IS BEST FOR THEIR PEOPLE AND THE STATE NOT THE CENTRAL GOVERNMENT FROM k-TOWN.


3) CENTRAL/FEDERAL GOVERNMENT SHOULD PLAY ROLE AS A guardian; a protector FOR EVERY STATE AND SHOULD MOTIVATE, AWARD OR PENALIZE FOR WRONGDOING IF NECESSARY.IT SHOUILD ACT AS A ENFORCER.


 


2) AFTER DIVIDING INTO STATES; EVERY STATE SHOULD BRING VARIOUS PROGRAM, SPECIAL DISCOUNT, INCENTIVES OR DIFFERENT OFFER TO LURE BEST MIND/INVESTER IN THEIR STATE OR COUNTY. ((HEHEEEEEE………….. HOPE IT’LL HELP TO DECENTRALIZE PEOPLE SKILLED AND OTHER IN THEIR HOME STATE FROM DENSELY PACKED--—DANGDUNG---- CAT-MANDU AND OTHER MAJOR CITIES


4) ONE MAJOR   HOSPITAL, UNIVERSITY, POLICE, FIREFIGHTER ETC.  IN EVERY STATE OR COUNTIES.


5) LAWS AND PROGRAM TO DEVELOP PRIDE, CONTEMPT THROUGH COMPETITION, CONTEST BETWEEN STATES BY MEANS LIKE GAMES (FOOTBALL, CRICKET ETC.)AND OTHER ACT.


6) Make strong program and put it into action strictly to discourage corruption and other crime like discrimination, unauthorized use of power etc...


So..on and so forth……………….


 


GUYS/AND GALS you are free to add some OTHER POSSIBLE option or laws U THINK IS “BEST” to make new Nepal a better place …

Introduction


There is a proposal for 8 autonomous states in the new federal republic, but there is another proposal for 15 states with names based not on ethnicity, but rather on geographical terms. The proposals are still open to discussion and in the meantime several autonomous councils had been formed claiming the status of an autonomous republics for various ethnic groups in Nepal.

About Limbuwan


One of the proposed states is Limbuwan. Limbu people live in eastern Nepal on the border with Sikkim. Their language, Kiranti, is of Tibeto-Burman branch of Sino-Tibetan family. Limbu means "archer". They number @ 400,000 in Nepal and live also in Sikkim, Bhutan and West Bengal. The flag of the Federal Limbuwan State Council is presented above.

About the Flag


Today, the Nepali Constituent Assembly resumed its deliberations, which hit a snag due to the Madheshi parties misgivings about CPN-M sincerity in following up on their promises of creating a new, federal structure of the freshly minted Republic. That agenda is going to be difficult to solve and it will take a lot of time. One of the latest demands for autonomy comes from Sherpa (Bhotia) people of the Tibetan stock of the Himalaya region of Nepal. They were completely neglected and overlooked by Comarade Prachanda and other revolutionary politicians in carving ethnic niches in the new Nepal. All of their parties and organizations united now, irrespective of ideological differences, in demanding a state of their own - Himali Autonomous State.

Dr.Stan Stevens, Associate Professor of Geography of the University of Massachusetts (Amherst, MA) provides a comprehensive background on the region in question (extracts from http://www.sherpakyidug.org/forums/Messages.asp?idThread=2870):

Of the 59 indigenous peoples currently recognized by the government of Nepal, 17 inhabit the high Himalaya and others are waiting to be recognized. The most well-known are the Sherpas. The area they inhabit stretches the length of Nepal along the Tibetan border "from Humla to the high valleys below Kangchenjunga." It comprises perhaps 17% or more of the total land area of the country. [...]

The provisional flag of the proposed Himali Autonomous State is composed of three unequal stripes - blue-white-red - with the map of Nepal featuring prominently the Himalaya region and surmounted by the six sets of figures of Sherpas in their native dress.

The Constituent Assembly needs to begin immediately discussions on the governance structure essential for guiding the future trajectory of new Nepal.


There are two models being proposed by political parties. The Maoists have proposed dividing Nepal into 12 ethnic enclaves, whereas the Madhes-based parties have emphasised creating a single Tarai autonomous state. The NC, UML and other major parties do not have any specific proposals of their own, but have shown their reservations for both forms of federal structure. Other groups in the Tarai (Churebhabar and Tharus) are opposed to the idea of a single Tarai state.


These two competing models are mostly driven by cultural sentiments. For example, by ignoring the ecological interdependence of the three geographical belts-mountains, hills and plains-and dividing them into three long strips of separate states, there is less chance of providing a long-lasting solution.


A Tarai/Madhes state comprising a 1,000km-long strip of land bordering five Indian states is not going to be very practical for a land-locked country like Nepal with its three distinctly interdependent ecological belts. Likewise, the smaller, fragmented, ethnic enclaves proposed by the Maoists without any umbrella structure and/or central supervision could be detrimental to the unity of the country.


A much more workable model would be a cooperative federal structure with four states based on our rich river basins-Karnali, Gandaki, Kathmandu and Kosi-with a four-tiered administrative system: centre, state, region and villages (see map).


Under this proposal, each federal state could have three to four ethnic enclaves known as regions, along the lines of the Maoists' proposed ethnic structure. These regions will send their representatives, based on their population, to form the State Legislative Assembly under a directly elected Governorship. These ethnic enclaves can enjoy some forms of carefully crafted socio-economic and cultural autonomy (schooling, language rights and cultural practices) without jeopardising the ethnic harmony and the territorial integrity of the nation.


Most Nepalis face the same problems and share the same destiny. A political solution that is also viable economically would provide a lasting solution for problems we face today. The time has come for plains people to look to the north and see the vast potential offered by the biodiversity, natural resources, water and hydropower, minerals, forest products, herbs and cash crops, which can complement the Tarai's own agricultural production, fisheries and industrial activities.


The hill people on the other hand should also look at Madhesis as their Nepali brothers and sisters and not treat them as second-class citizens. The ecological comparative advantage of the three belts, if harvested properly, can be a uniting force to solve many of the other problems in each community, including social injustices, across-the-board poverty, soil erosion, drought, immigration, food security, joblessness and flooding. Such a north-south federated system should be able to accommodate the ethnic and population balance in each regional unit to create a more representative electoral system to satisfy ethnic and cultural aspirations. Furthermore, member regions in the state assembly are compelled to set aside their ethnic differences in favour of a cooperative model to harness their relative strengths for the benefit of the entire population.


In addition, the new constitution needs to be very specific about which powers go to the federal units. If the new federal system does end up based on language and/or ethnicity, it seems reasonable to devolve school-level education to the sub-national regional entities, whereas the state-level government can focus on the autonomous university system and hydropower development. Perhaps we could also consider health care and some justice issues.


However, care needs to be taken with taxation. Though we know this to be the norm in most federal systems, the fundamental inequality in Nepali society is going to make this a very important and potentially explosive issue. While devolution sounds great, we are still going to have to have a strong central government to even things out.
