I think the best option for Nepalese is Indian Universities. If you can get into IIT, RECs, great. But apart from them, there are many good schools, and since language is same, you may have a better experience. You can probe your professors as much as you want.
The Russians are very smart people. Their universities have created great talents, who are now in MIT, Harvard or Princeton as professors. Graduate from top schools such as Moscow State University are coveted in US graduate program. I went to a top US school for graduate study, and my Russian classmates were superb. The top mathematicians of last century, such as Kolmogorov, Lyapunov, Arnold etc were in Russia. I think the reason why do so well in stock exchange as quant is because of their superb math background. In fact, most of the stochastic control theory and major statistical works last century emerged from Russian schools.
But sadly, most of the Nepalese who went to Russia never realized how great Russia. To them, Russia was a place to score girls, drink beer and bemoan their fate. Very few of them were serious student. Some of them did well, but mostly, their intellectual curiosity was not as much as it had to be.
If you want to go to Russia, make sure your university is a good university. Second, befriend Russians. Third, make your Russian language very good. Fourth, always talk to professors. Fifth, make sure that you are constantly learning something, rather than wasting your time there. Sixth, make sure your grades are good. It is upto you to use your time wisely, and try to extract as much from your professors as you can.
