I got citizenship (USA) recently and planing to visit nepal soon. I am thinking to apply for nrn citizenship in nepal. I have some questions:
1 should i apply visa to get into nepal or not?
2 i have some properties (some land and stocks ) in nepal. After getting nrn citizenship i should tranferthe properties to new citizenship? I am confused how it works.

sajalshakya, thanks for information. $50 for 30 day thats pretty expensive lol . India has $30 for one year why nepal so expensive. So i can take 1 month visa then make nepali citizen ship or should opt for 3 months ($120)?

Paradox, if you have family members in ktm and depending on how long you plan to be in Nepal, you may be able to get relation/family visa . So you would get the minimum 2 weeks visa for $30 at the airport, then visit the immigration office with a family member who can vouch for you. I believe it is $10 per month for single entry and additional $60 for multiple entry

Anyone go through this process recently and would you please share your experience

Once one gets a NRN Citizenship, can the parents property (ancestral property) be transferred to the NRN Citizenship holder? Has anyone gone through this?

One should, but it's not recognized in govt offices yet. Now they are saying they need new act etc etc . Khagendra gc ji says nrn ctzp doesnt need new act. No nody talks about it anymore. I think people are just sick and tired of playing hatti aayo hatti aayo fussa.

Have heard from a few people that getting the document itself is getting more streamlined where people can get it at the district office within a week but requires a lots of your own running around for the initial process of police report, renunciation, then ward signature, "sanakhat", application form etc etc etc. It will require multiple visits to the district office. Their experience was that it doesn't happen in just a day or two, but the process is a big improvement over the old days of CDO office delays.

Since the old nagarikta automatically becomes null and void the moment one gets one's naturalization document, there is not much of a choice. Engaging in any kind of financial or legal transaction with the old nagarikta can create legal problems in the future. ... So the choice is between a null and void old nagarikta and the semi-useless (at least for now) new NRN nagarikta.



As you correctly pointed out, nobody is talking about the NRN nagarikta any more.

सत्तापक्षीय दल र तिनका सीमित नेताको स्वार्थमा एनआरएनए तहसनहस बनाउने प्रपञ्च चलिरहेछ।

धेरै भैंसी पालिएको खर्कमा दुई बुढा बस्थे। संयोगबस लैनो पाडोले ठूलो ठेकाभित्र टाउको छिराएछ। जति गरे पनि पाडोको टाउको ठेको बाहिर तान्न सकिएन। लामो विमर्शपछि पाडोको टाउको छिनालियो। टाउको अझै अड्किरह्यो। पाडो त गुमाए, ठेको पनि फोरे। शान्तिको सास फेर्दै वृद्धद्वयले भने रे– हामी पाका र अनुभवी भएकाले धन्न बुद्धि पुग्यो। आलाकाँचा केटाकेटी भए के गर्दा हुन् ? अहिले एनआरएनएमा सत्ता नजिकका केही नेताको चालढाँचा यिनै वृद्धहरूको नियति जस्तै भान भइरहेछ। विदेशमा रहेका नेपालीलाई संगठित गर्दै उनीहरूले आर्जन गरेको ज्ञान, सीप र पँुजीलाई समृद्ध नेपाल निर्माणमा लगाउन सन् २००३ मा गैरआवासीय नेपालीको साझा संगठन ‘गैरआवासीय नेपाली संघ’ गठन भयो। सार्क मुलुकभन्दा बाहिर रहेका ५०औं लाख नेपालीको साझा संगठनको यो सञ्जाल ८९ देशमा छ। करिब १ लाख पञ्जीकृत सदस्य सक्रिय छन्।


नेपालका मूलधारका राजनीतिक दलहरू समेतको ऐक्यबद्धतामा संविधानले आर्थिक, सामाजिक र सांस्कृतिक अधिकारसहितको ‘गैरआवासीय नेपाली नागरकिता’को व्यवस्था गरेको छ। तर, पछिल्लो समय चरम राजनीतिक र अझै सत्ता समर्थित दलहरूको कर्के नजर परेको छ। संस्थाको गरिमा र महत्वलाई शून्यमा त झारेकै छ, यसको उपस्थितिमा समेत प्रश्न चिह्न खडा गर्ने काम भएको छ। भलै दल र खासगरी सरकारको नजिक हुन्, एनआरएन साथीहरू नै घर–घर चाहर्ने काम गरे। सरकार र सत्ताधारी दलहरूका केही नेतागणले गरिरहेको व्यवहार देख्दा लाग्छ अब यो संगठनभन्दा आफ्नो पकड दर्बिलो बनाउँदै यसको स्थापनाको मर्ममा प्रहार गर्दैछन्। संविधानप्रदत्त गैरआवासीय नेपाली नागरिकता त एनआरएनहरूले प्राप्त गरे तर प्रयोग भने शून्य छ। न त त्यसले जग्गा खरिदबिक्री गर्न सहजै सक्छन् न बैक खाता खोल्न। सेयर खरिदबिक्री र ड्राइभिङ लाइसेन्स लिनसमेत अनेकन झन्झट बेहोरिरहेछन्।

नागरिकता पाएपछि एनआरएन समुदायले भोगिरहेको समस्याबारे मन्त्रिपरिषद्बाट निर्णय गरी सरोकारवाला निकायलाई निर्देशनात्मक पत्राचार भएको छ। एनआरएनहरू पनि हरेक मन्त्री र दलको ढोका ढक्ढक्याइरहे छन् तर पनि तालुक निकाय परराष्ट्र मन्त्रालय मौन छ। मन्त्रालयको लापरबाहीका कारण नागरिकता ऐन लालमोहर लाग्नासाथ आवश्यक प्रक्रिया अघि बढ्न सकेको छैन। मन्त्रालयको टेबलमा अड्किएको एनआरएन ऐन २०६४ लाई संशोधन गर्न बनेको मस्यौदा हिउँदे अधिवेशनमा समेत टेबल गरेका छैनन्। जसकारण हजारांै एनआरएनहरू अझै वर्षौंसम्म विभिन्न खाले झमेलामा परिरहने छन्।



सरकारको समेत ५५ लगानीमा ‘१०० मिलियन यूसडलरको नेपाल डेभलपमेन्ट फन्ड’ छ। जसमा सामान्य प्रवासीले समेत लगानी गरी देशको समृद्धिमा टेवा पुर्‍याउने सोच छ। जुन सरकारले अलपत्र मात्रै पारेको छैन, सत्तानिकट नेतालाई खुसी नपारे केही हुने छैन भन्ने भाष्यसमेत निर्माण गरिँदैछ। एनआरएन सन् २०१३ सम्म दर्ता नै थिएन। यससँगका किचलो उसबेला गरिएको अड्कलबाजी १० वर्ष नपुग्दै सही रहेछ भन्ने देखिँदैछ। संस्थाका पछिल्ला दुई निर्वाचन हेर्ने हो भने राज्य कतिसम्म नांगो र लाचाररूपमा प्रस्तुत हुन्छ भन्ने छर्लङ हुन्छ, जुन आफैंमा दुर्भाग्यपूर्ण छ।

उद्देश्यबाट बिमुख हामी एनआरएनहरूले गरेका भिन्न आलोचित कामहरूप्रति कहिल्यै पश्चाताप गरेनौं बरु अझै बचाउमा लागिरह्यौं। सन् २०२१ मा भएको १०औं महाधिवेशनमा एक समूहले तत्कालीन सरकार समर्थित दलका केही नेतालाई यसरी प्रयोग गरे कि परराष्ट्र त दलविशेषको हो र सो समूहले जित्ने ग्यारेन्टी नहुँदासम्म चुनाव हुन दिनु महाअपराध हो जस्तै भयो। परराष्ट्रले आफ्नो कार्यक्षेत्र मिच्दै स्वायत्त संस्थामाथि यस प्रकारको दादागिरीले गर्न हुँदैनथ्यो। मध्यरातमा कार्यालय खोली पत्राचार गर्नेदेखि आफूअनुकूलको महाधिवेशन प्रतिनिधि ल्याउन दबाब दिनेसम्मको काम भयो। स्वार्थ अनुकूल चल्ने शर्तमा अमूक व्यक्तिलाई निर्वाचनको जिम्मा दिनेसम्मका हर्कतमा उत्रिनु उचित थिएन। त्यही भएर सायद अदालतले समेत अंकुश लगाइदियो। तर, जे गर्दा पनि जोर नचलेपछि संसारमै नभएको तीन अध्यक्षसहितको भद्दा मजाकमा मन्त्रालय संलग्न भई संस्थालाई अधकल्चो बनाइदियो। एनआरएनको कालो दिन यहीबाट सुरु भयो।

परराष्ट्रमन्त्रीले ‘कानुनले दिएको’ एनआरएनए जस्तै अर्को संस्था दर्ता गरिदिएर पाडोको घाँटी छिनाल्नु भएको छ। थप, स्वघोषित समूहलाई पनि कुनै नाममा अर्को संस्था दर्ता गरिदिएर ठेकी पनि फोर्दै हुनुहुन्छ।

११ औं अधिवेशनमा यसो नहोला भन्ने आमचासो र विश्वासविपरीत शान्तपूर्ण र पारदर्शी निर्वाचनलाई परराष्ट्र र सरकार प्रमुख स्वयं आनाकानी गरे। आफूअनुकूल नेतृत्व निर्वाचित नहुँदा अनेकन हत्कण्डा अपनाए। यसरी संस्थालाई पूर्णत धराशायी बनाइँदैछ। अक्टोबर २० को निर्वाचनमा तीन प्रत्यासीमा एकले जिते। सत्ता गठबन्धनले एकल उम्मेदवार नबनाउँदा ‘कोही’ सहजै आउने अनुमान सत्ताधारी प्रमुख दललाई लागेको थियो र उसैअनुसार गर्न गराउन लगाइयो। सत्ता गठबन्धनको दोस्रो दल सरकारको नेतृत्वमा भएकाले प्रहरी प्रशासन लगाएर पनि आफू अनुकूल नेतृत्व ल्याउन साम, दाम सबै अपनाउने फलाकिरहेको थियो तर पनि परिणाम उनीहरू अनुकूल आएन। एकाएक धाँधली र कब्जा गर्ने र निर्वाचन गराउने कम्पनी खरिदसम्मको आरोपमा लागे। सीआईबीले छानबिन गर्‍यो, केही फेला परेन। एक उपाध्यक्षको जिरो मतको भ्रम सीआईबीले खारेज गरिदियो।

प्रत्येक १० वर्षमा हुनुपर्ने संस्थाको नवीकरण, निर्वाचन प्रकृया अगावै सम्पूर्ण कागजात शुल्कसहित नवीकरणका लागि पेश भएको थियो। बारम्बार पत्राचार हुँदासमेत नवीकरण रोक्नु सर्वथा प्रतिशोधपूर्ण थियो। कानुनी राज्यको उपहास भएकाले त्यसलाई तत्कालै एनआरएनए संस्था नवीकरणका लागि परराष्ट्र मन्त्रालय लागिपरोस्। गलत सल्लाहमा नवीकरण रोक्नेदेखि कथित छानबिन समिति बनाउनु लोकतन्त्रको उपहास गर्नु हो। वार्षिक लेखा प्रतिवेदन र कागजात प्रमाणीकरण गरी नवीकरण गर्नुपर्ने हो तर त्यतातर्फ कसैको ध्यान छैन। उल्टै अनेक बखेडा झिकेर निहुँ खोज्नुको कुनै तुक छैन।
प्रत्येक महिनाको बैंक स्टेटमेन्ट माग्नुले जगजाहेर हुन्छ कि सरकार आफूअनुकूल प्रतिवेदन ल्याउनेछ र भन्नेछ केही अनलाइन भोटिङमा कहींकतै कमिकमजोरी हुनसक्छ। यस्तो भाष्य निर्माण गर्न खोजिँदैछ। भनिन सक्छ यो सामाजिक संस्था हो, पहिला पनि अभ्यास भएकै हो त्यसैले मिलाएर लैजानुस्, दुई वा तीन अध्यक्ष बनाउनुस्। एनआरएनए दर्ता कहीँकतै हुनुपथ्र्यो। परराष्ट्रमा भएको छ भन्दैमा यसप्रकारले ठाडो हस्तक्षेप गर्न मिल्छ ? नत्र पदीय जिम्मेवारीमा रहेर पनि उनले ‘किन यो दर्ताको प्रक्रियामा फस्दै जानुहुन्छ ? हेर्नुस् है कुनै दिन यस्तो आउने छ’ भनेर उतिबेलै सचेत गराएका थिए। उनै ठीक रहेछन् भन्नुपर्ने हुन्छ।

सुनिँदैछ सरकार समर्थित समूह जो सडकैबाट आफैं निर्वाचित भएको हाँस्यास्पद नाटक मञ्चन गर्दै हिँडेको छ। सो समूह सत्ताको आडमा फागुन ९ र १० गते यसको बालुवाटारस्थित केन्द्रीय सचिवालय कब्जा गर्न उद्दत छ। यसो भयो भने सत्ताले संरक्षण गरेको प्रस्ट हुन्छ। लोकतान्त्रीय मुलुक अनि दलहरूले मुलुक सञ्चालन गरिरहँदा एनआरएनहरूको यो व्यवहारले तमाम नागरिक समाज अलमलमा छन् यतिबेला। विगतका व्यवहार लोकतन्त्र सुहाउँदो र अझै मातृभूमिका लागि केही गरौं भन्ने एनआरएनलाई सुहाउँदो होला र ? यस्ता क्रियाकलाप रोक्न सरकारको ध्यान जाला कि ?

सरकार र सत्तापक्षीय दल अनि तिनका सीमित नेताको स्वार्थमा यो सञ्जाल तहसनहस बनाउने प्रपञ्च चलिरहेको छ। खासमा त्यसको जोडदार निन्दा गर्दै स्वायत्त र स्वतन्त्र रूपमा उद्देश्य अनुरूप एनआरएन चल्न निर्वाचित कमिटीलाई बिनारोकावट काम गर्ने वातावरण तयार हुनुपर्ने हो। तर पाडोको टाउको छिनालेर नपुगी ठेकोसमेत फोर्दा वृद्धहरूले आलाकाँचा केटाकेटी भए के गर्दा हुन् भने झैं हँुदैछ। परराष्ट्रमन्त्रीले ‘कानुनले दिएको’ एनआरएन जस्तै अर्को संस्था दर्ता गरिदिएर पाडोको घाँटी छिनाल्नु भएको छ। थप, यता केही नलागेपछि अब स्वघोषित समूहलाई पनि कुनै नाममा अर्को संस्था दर्ता गरिदिएर ठेकी पनि फोर्दै हुनुहुन्छ। समय छ मन्त्रीज्यू– एकपटक सोच्ने कि ?

A relative of mine from Canada is currently in ktm trying to get the NRN nagarikta card. She said she has visited the district admin office in ktm 6 times so far.
Day 1 went to CDO office KTM to get the renunciation form and the instructions. Inquiry desk lady was very nice and professional and so were the other staff. Remember, they have to face a lot of people every day - folks who don't want to stand in line, folks who have pathetically incomplete paperwork, folks who are blatantly trying to commit fraud, etc etc. My relative from Canada said given all these constraints, the staff at ktm CDO office are incredibly patient, professional and knowledgeable.

Day 2, she filled out renunciation form, went to cdo.office KTM again at 10AM, got letter for police report only after 12 noon. Went to local police beat, was asked to come back the following day as it was after 12 noon. Left paperwork there. Police personnel were very professional and polite but their admin office is overworked and they try to do their best.

Day 3 - 10am, police clearance was ready at police beat. Was 1130 by the time she arrived at CDO office. Hwr elderly dad (88) was there for sanakhat. Was told to come back at 330 to collect letter of renunciation at which point, fill out nepali kagaz nrn nagarikta application form then take to wada for sifarish. She went to a coffee place nearby with her dad and did some other work on her laptop, went back to cdo office at 3pm to collect renunciation document. Then went to wada office, but it was 430 by the time she arrived there and everyone was gone

Day4 - 10.am she went to wada office.wada chief was out on site visit . Waited 90 minutes , got sifarish signature and wada stamp, went back to cdo office. They checked documents and said wada chief had not signed the photo on the application. Rushed back to wada - wada chief left for the day.

Day 5 - 10am went to wada. Wada chief not in. 2 hour wait. Got signature on photo, then back to CDO office. 130 pm by the time she got there. Lunch time at the window, staff gone. 1 hr wait. 330 pm, Got all the paperwork verified. Staff were very helpful given the constraints they have to work under. Unfortunately the nrn nagarikta has to be reviewed by "cdo saap" and he is out for a meeting... Please come back tomorrow.

....I will report her experience as soon as she goes back to the cdo office....


My takeaway is that the staff at wada office and CDO office (at least most of them) are good people who have to work under local circumstances. The whole system is so ffffffed up that it is very hard for anyone to do an honest days work

This is all about applying. The real fun beings when using it.

Just wondering if you had a chance to read the following lines in Nepali and watch the video posted by Mr. KHAGENDRA GC. Also posted below for convience. Please watch 22.28 of the video. Mr. GC thinks nrn leaders asked for act which was needed for nrn card but not nrn nagarikta. I think so too because nrn nagarikta is just another type of nagarikta such as janma siddha or angarikit and shouldnt need whole new act as the existing nagarikta act should apply just as in the case of other types of nagarikta. I wanted to see what you think about that. Asking for more and more act means futher and futher away from using nrn rights.

Hi , received msg from Canada relative that she finally got her NRN nagarikta -just one day before her departure back to Canada, so she is relieved , but did not have a chance to use it in any way before her departure .
The pic she shared looks just like a regular nagarikta with just different wording. You cannot tell the difference from a quick glance.

Let us keep this thread alive and share whatever new info each of us gets. The NRN Facebook page is a good effort but not much info is available there.

Got NRN citizenship within 5-7 days. It was smooth.
However, guess what I still need to pay for visa fee to stay in Nepal.
I reluctantly renounced my original passport for NRN citizenship :(

Looks like the process has been established on how to get nrn citizenship. Any idea when will it start to work? What are the challeges and what efforts are taken if any to make it work in the near futute?

I was told, have to speak with Griha Mantri. :) 
Sometime I feel it is a trap to have all NRN renounce their original Nepali passport.

"sansad ko Naya session pachhi Nepal auda visa linu parney/naparney; drivers license Naya liney wa purano renew garney; pan card kasari liney; property kin-bech kasari garney, adi ityaadi barey sabai clarity auchha" was what was being said in the NRNA circles for the past few months.

Now , with the new "satta samikaran" it looks like there will be more days of uncertainty while the new central govt and the pradesh govts are finalized etc etc. Who gets what Mantri is most likely the priority for the politicians right now.

...so, for now, I guess the new NRN citizens will still have to wait and see, and look at the new , bright and shiny piece of paper also known as NRN nagarikta.

Sajal, please see the video from the link below. Khagendra ji says, nrn act is needed for nrn card but nrn nagaraka should not need futher acts since there is already acts for nagarikta. It makes sense, janma siddha nagarikta groups dont need whole seperate acts why would nrn nagarikta need them. Nepal parliament moves very slow and also they cant come up to agreement to pass a bill. NRN leaders knowingly or unknowingly hurting this cause. Most citizenship amendments need 2/3 from the parliament. Lol with people like jhakri and her mentality , do u think nrns have any chance there?
Why are the nrn leaders asking more nrn acts for each and everything? What next ask for act that says nrn can drink chiya in Nepal? You dont need eveythink in act about what nrns can and cant do. I think we are mislead into believing that we need more acts and placed into never ending eait.
