Yup. Anybody can start a business, even if you have no lawful status. The person who works for the business needs employment authorization.

You should be able to open business with TPS. @Furke No you can not open business without lawful presence. When you go to register your business in county office they will ask for papers, and they will make a copy of it whether it be green card or any other proof of legal presence. This system was put in place some time in 2009, i believe.
