 TPS help - School denying in-state tuition benefit

Hi all..I'm trying to get in state tuition benefit from my school (TX) but they are saying I can't because I went home and changed my status from F2 to F1 while on TPS. What are my options now? Please suggest!

Here's background info:
- Had been in the US on F2 before the earthquake
- Applied TPS+EAD the first time TPS application opened
- Application was pending for a long time and I got tired of waiting, so I said f$#k TPS and went home without AP for 6 months
- Came back to US without any issues, still on F2
- TPS got approved, along with EAD (but never used, expired without use)
- I applied for masters program, was deciding to apply for change of status to F1 while staying in the US.
- Since TPS was approved, I decided to renew it without EAD this time. Just as a backup to work in case I didn't get accepted into the school
- Got accepted, but figured out there wasn't enough time to change status to F1 through USCIS to start school on time (Fall 2017)
- So, I went to Nepal again to get F1 stamp. Again, TPS renewal was pending, didn't care to apply for AP
- Got F1 without any issues at KTM embassy, came back mid August 2017 after 2-3 month stay back home.
- Out of nowhere, the first week of September my TPS renewal was approved! 
- Now that I have TPS again, I wanted to get in state tuition...would save me from a lot of debt.

But the school registrar's office/Int'l office say I can't because I went home and changed status while TPS renewal was pending.
I don't understand why shcool has problem when USCIS clearly didn't have any issue with me going home. Or do you guys think approval of TPS renewal application was a mistake? If that's the case, approval of initial TPS application should have also been a mistake, no?

This is getting really confusing and frustrating at this point. Any suggestions will be helpful

..just my 2 cents. You already violated TPS terms by going back home without AP while the application was pending with USCIS. So be thankful for what you already have (TPS). I wonder why USCIS didn't verify your I9 records before approving your 2nd TPS application!!

I called USCIS - they confirmed that my TPS is still good and traveling out of US without AP while application was pending didn't do anything.

It's complicated probably due to the uncooperative people at school. Get an infopass using the most recent TPS receipt number. Speaking with an officer might help to really understand your status. USCIS also makes mistakes sometimes:They approval notice of my initial TPS application (Nov 2015) a month after I got GC in 2017 March.

You have MONEY to travel to Nepal, MONEY to change visa, MONEY to put application for TPS,

but when it comes to University you try to get in-tuition fees OVER the expense of US citizen states tax payers
I think thats how they see it.
