Taranath Ranabhat said to BBC that a speaker of a house has his own limits and responsibility, so he could not speak for constituent assembly. On the same way, all prime minister and ministers who take oath under the king will have their own responsibility which forbids them opting for constituent assembly. That's what Makune has hinted in his interview with BBC.

I think what MaKuNe said was, we are all gonna go for Contituent Assembly, change the national anthem, change the His Majesty's Government to Nepal Government etc., but he is giving a hint that they don't know what the party will do regarding the King when the issue of establishing a ceremonial monarch comes to place. I think he is leaving room to change his decision according to situation in the future.

My guess is, when the Constituent Assembly election happens and the the party's have to decide to vote on the Matter of the King,

1. Congress will say- Yes to a Ceremonial Monarch (If they won't, they will be rounded up by all the commies in the future, which is grave danger for them, specially for emerging leader like Sujata and rest of the Girija clan).

2. UML- they really don't know what they want. They don't want the King to look equally revolutionary like the Maoist and yet they might want the King to impress the International Community (I think India, UK and the US would still like the King to be somekind of figurehead in Nepal). So they will probably let the party people decide on their own on how to vote.

3. Maoist- They will want to wipe out the Monarchy

4. Other aire-gaire Commies: they need to cash in and look Revolutionary so they probably will say NO to monarchy, but Bijukkche (Majdoor Kisaan Party) might ask his party cadre to vote Yes to Monarchy for his ultra-nationalistic views.

5. RPP- all 3 factions, they will vote Yes for the Monarch, without the Monarch, they have little hope of their party surviving.

6. Other smaller party's: Those who got a chance to be in Power (like Pun, Khapangi etc, ) will probably want the King, those who never did, it will depend on their clinging, but these votes will have little effect.


In short, UML is the deciding factor in keeping for kicking the Monarch.

Madan Bhandari had a good leadership power: had ability to decide at the right time and listen others, possessed a great ability to respect and honor others (Manamohon and CP Mainali were chosen as the leaders and deputy leader in the then house), was good educated and possessed some philosophy of his own, good skill of mobilizing party cardes and convincing people.

So, we could expect some good things happened in the Nepali politics if he was still alive. But, nothing can be claimed as he was also a politician like ALL others.
