पूर्वी पहाडी जिल्ला भोजपुरमा जबरजस्ती चन्दा उठाउने र नदिनेलाई कारवाहीको धम्की दिने माओवादी एरिया इन्चार्ज ज्ञानेन्द्र कार्कीलाई गाउँलेले कुटपिट गर्दै लखेटेका छन् ।

भोजपुरको तुंगेछा गाविसका एरिया इन्चार्ज कार्कीले गाउँ प्रवेश गरेर जबरजस्ती चन्दा माग गर्दा गाउँलेले स्वेइच्छाले मात्र दिने भनेपछि विवाद उत्पन्न भएको थियो । माओवादीले स्थानीयबासीलाई धम्क्याएपछि युवाहरुले माओवादीलाई कुड्दै लखेटेका हुन् । स्थानीय सत्ताको नाममा माओवादीले भोजपुरका गाउँहरुमा चन्दा संकलन तीब्र पारेपछि दिक्क भएका गाउँलेले पहिलो पटक प्रतिकार गरेका हो

माओवादीले आफ्नो आधार इलाका मातहतमा रहेको दावी गर्दै दैलेखको लकन्दा गाविसको सार्वजनिक जग्गालाई घडेरीको रुपमा विक्री वितरण गरेको छ ।

सो गाविसको वडा नम्बर ८ र ९ मा पर्ने ठाँटी बजारको सार्वजनिक जग्गा विक्री वितरण गरेपछि जिल्लास्थित अन्य राजनीतिक दलहरुले आपत्ति जनाएका छन् । करिब ९५ वटा घडेरीलाई समूहमा विभाजन गरी माओवादीले १० मिटर लम्बाई र ६ मिटर चौडाईका घडेरीलाई ८ देखि १४ हजारसम्ममा विक्री गरेका हुन् ।

Maoist govt boon for smugglers

DHANGADHI, Dec 27 - The self-proclaimed "new regime" of the Maoists at the local level has become a boon for vehicle smugglers here in Kailali.
As a result, smuggling of new vehicles into Nepal from India by evading tax to the government, has skyrocketed in recent times after Maoists started issuing registration number plates of their "people's government" to such vehicles.

According to sources, the open border of Kailali district has been used to smuggle jeeps, cars, vans and motorcycles from India, which are subsequently supplied to Birgunj, Pokhara and other cities across the country.

"For the purpose, such black marketers contact local smugglers who have close ties with the Maoists

and bring in such vehicles," said a source. "With the registration plate of the people's government, the vehicles reach the desired destinations without being stopped anywhere, and are later used after such number plates are replaced with Nepal Government number plates."

There are around 200 motorcycles, 10 tractors, three vans, one jeep and a car in the district, which can be seen plying with Maoist number plates.

"I brought in a Mahendra Jeep a few days ago as per the rule of the new regime," said Shiva Kumar Ghimire, a businessman of Mashuriya. He is now using the jeep which bears the registration number plate issued by the Maoist government.

Maoists have been able to accumulate hefty sums by collecting money in "tax and customs charges" at the time of issuing number plates. The source claimed that they (Maoists) might have collected over 100 million rupees so far.

When contacted, the Maoist chief of their district government, Laxman Chaudhary aka "Roshan", said that such registration process was begun after their regime was established.

"We have been providing number plates to such vehicles which pay customs duty to us, regardless of the new and old ones," said he.

Police say it is difficult to check any vehicle bearing Maoist number plate. "We do not know the process and type of action if such vehicles with the Maoist government's number plate kill someone or violate traffic rule," said Mahendra Chand, in-charge of Regional Traffic Police Post at Attariya.

"May be the victims have to go to the Maoists. No?" he questioned.

Meanwhile, a customs official at Kailali Customs Office said that no vehicle can be brought in from India via other customs points except from Bhairahawa and Birgunj. "If they are brought from elsewhere except these two points, they are smuggled and bear no legality at the transportation office."

Maoists to leave Prachandapath for communist unity
A senior Maoist leader Ram Bahadur Thapa a.k.a. Badal has said that the party is ready to leave its political line of Prachandapath for unity among all communist parties.

Proposing unity of all communist parties, Badal said that the party has called for the unity to correct mistakes of communist movement of the country.

The Kantipur daily quoted Badal as saying that there is no need of being separate communist parties as they are one in certain principles, adding, “We have proposed a new ideological base for unity.”

He also said that the party has policies of party unity for forming republican front with the political parties that are in favour of republican set up in the country.

Stating that there is sufficient base for forming republican set up in the country, Badal said that there is a need of forming republican front with non communist parties and unity among all communist parties.

He also added that the political line of the party, Prachandapath, would not be obstacle for unity among communist parties. The party had adopted Prachandapath, named after party supremo Prachanda during the people’s war.

He also claimed that elections of the constituent assembly may not be held in mid-June 2007 due to delay in promulgating interim constitution and forming interim government.

Commenting on the government’s decision to re-establish displaced police posts, Badal said they have agreed to re-establish police posts only after formation of interim government, adding, “If the government does not move as per the agreement it might invite confrontation.” nepalnews.com pb Dec 28 06

NA arrests armed Maoist MP, platoon commander in Bardiya National park

BARDIA, March 18 - Nepal Army (NA) Sunday held five Maoists, including a Maoist parliamentarian and a platoon commander, under custody for two hours for entering the Bardiya National Park (BNP) without permission while carrying illegal arms.
The NA's Ranasher Gulma deployed for park security arrested Maoist MP Narayan Prasad Sharma, platoon commander Shiv Raj Simkhada and section commander Kamal Karki and two others at 9:15 this morning for carrying a submachine gun (SMG) and a 9mm boundary pistol while they were entering the park in a Toyota jeep bearing a number plate that read "Seti-Mahakali Swayatta Ganatantra Sarkar 024".

According to NA officer Sameer Singh, the Maoists had been arrested by the book, since the law forbids individuals from entering into protected national parks while bearing arms.

All five were released earlier today after two hours in army custody.

According to NA, the Maoists were released in co-ordination with the home ministry.
