I wanted to know what is the mechanism that is used when anybody submits his credit card information and billing address before buying any things online.

If ur company is ABC then ABC may get VeriSign(as an example) as a credit card service provider.

For example a mastercard authenticity and funds avaliability is handled by mastercard in association with the bank, same for visa and other cards.

this authentication process is complex, therefore there are companies like CCbill, paypal who will do this authentication for you and charge you fees for their service. if you want to open a online business, and want to process credit cards, paypal is the best. ther are already lots of modules designed for paypal and is most widely used.
