Let me start what happened... My brother recently went to interview for student visa, but got rejected because he had got the DV in 2008 which he did not know about until the consular told him about it. When he googeled it, he found out that the PO Box in the DV result matched with the company he used to work before, but no one bothered to give him the letter or even tried to tell him about the DV letter. Now, there are two issues: 1. Is he gonna get the student visa, if he applied again? 2. Is there any way to open the file of 2008 DV lottery, giving some appropriate reason? If someone has gone through the same situation, good advice is appreciated.

I don't have any personal experience with regards to DV. However, if someone filed DV that means that they want to come to the US as an immigrant and to get student visa you need to have non-immigrant intention, that must be the problem. If I were your brother I would have said I filed out DV just cause everyone else was doing it but when I got selected I realized that I didn't want to go to the US as an immigrant, I had/have no desire to stay in the US as an immigrant. So I am applying for a non-immigrant (F1 visa) because I want to go to the US as an non-immigrant (F1 visa), study there and come back to Nepal. It's very hard for most people to get a student visa because they can't prove their intention to return to Nepal/non-immigrant intention, this should be very easy for your brother to prove since he "gave up" the chance to come to US as an immigrant. I am not sure if this info was helpful. Hopefully, other people will have better advice. Good luck to your brother.

I agree with U_DAY you can't open the DV case again, it ends every year in the sept of the next year, if it's DV2008 than it ends in the Sept of 2009

1, i just finish my 12th grade in nepal and i am trying to come to usa. i got 75 percentage. 2, i am going to study information techonology. google gara na..... speaking about paying for your school.. sat ma ramro score gara above 1900 or so..... and apply for scholarship.. one of my friends .. he scored 2000 on SAT .. he goes to school in florida... gets paid 500 bucks by his university? aint that cool
