 How 2 apply B2 visas for my parents?

Hi guys, I am a green card holder and would like to invite my parents over here on B2 visa. So, can I apply for B2 visas for them from here or not? If so, what is the process? I would really appreciate your help. Thanks!

My mom got rejected twice. Now, i am trying for the third time and see if they can issue her one.

Looks like, the probability of obtaining a Visitor Visa if the children have a GC is very low. You gotta have some occasions to invite exactly like the student on F1 would do. E.g. Graduation, Wedding, Child birth etc. 

Steps are simple;

1. Do not try to sponsor them, they should have enough money in their bank to support their visit.
2. Only send the required document, e.g invitation letters.
3. Ask them to prepare property verification, income verification letters, Relationship verification, CA certified letter etc. 
4. Ask them to apply for an interview, i think Embassy now accept online application.
5. Make sure mom wears sari and look ill-fashioned. Dad wears Daura suruwal.Make sure they only speak Nepali during an Interview.
6. They should not lie.

I am probably the last person to advice and i have not succeeded myself. LOL

I appreciated your response & wish u luck next time. By the way, is there any way that I could apply B2 visas for them from here instead from Nepal? If so, what is the process? All I know is,  one can apply for B2 visa online to the US embassy in Nepal ( http://nepal.usembassy.gov/visas/non-immigrant-visas/applying-for-an-niv-in-nepal.html).
