Guys its a Storm.
The screen itself is a button, so it moves :) Dont worry, it was designed that way :) Looks like it was a bad design choice, but unfortunately one that went to the production line. They wanted the haptic feedback to be more "responsive".
It's supposed to move :) I know thats weird, but I've played around with one for a bit and it does feel like something is wrong, but my friend says you'll get used to it.

Lol, you never used or seen a storm for yourself and you are sending one back home. Funny thing, they ( people in nepal) also don't know about a storm and want to use, lol again. The touch screen is a button itself. Use Garda pani thaha hunu parne ho hai Nepal ma? Nokia b/w bata directly storm ma upgrade Garda yesto hunu naulo hoina, rofl once again.

As other suggested, Start from Amazon and it may back up for you if tell the seller you will complain to Better Business bureau ( ब्युरो ). And if not solved do it. On reviews , give him negative rating.
