i was just wondering if arrest warrant has been issued for his or her name , regardless of what he or she has done? may be unpaid tickets, expired registration, felony charges bla bla, can we access information by ourself on this case?

 or if you know a police officer or one who works in a local courthouse. 
or if you order FBI report

But if warrant has been issued, you should get a letter in mail asking you to solve the issue with the officer assigned for you.

 coz recently one of my frend was caught on port of entry, arrest warrant was issued on his name coz he didnt pay his due ticket , he was sent back to Nepal, he didnot receice any mail cause he didnot update his drivers license mailing id.

I think if you go to public record finding site and pay for it  all history will pop up.
