Hi, I am currently on a dependent visa(H4) and doing my Masters. I have applied for change of status to F1 but got an RFE after 3 months of application. My service center is California. I was curious to know if anybody knows:

1. If change of status from H4 to F1 is getting tougher these days. If yes, is there any service center where you can expect more approvals?

2. How long does it usually take for them to respond on the case after receiving reply to RFE? Will it take same as the new application?

3. If they are not happy with the first reply to RFE, will they deny or send another RFE?

I have applied for a COS from H1B to F1. I am in pending status since I am lay off from H1B. If my COS gets denied, I need to go back Nepal. And chances of comming back to US?? 0??

They asked for affidavit of financial support. They were basically trying to prove my ability to afford fees and other expenses.

Can somebody answer to my questions up there?
